  1. RA VI Working Group on Service Delivery and Partnership (WG-SDP) Report RA VI – 3rd Meeting of the MG Istanbul, 09-10 April 2015 Axel Thomalla / Adriaan Perrels WG-SDP

  2. Working Structure • Based upon the ToRs and following the decision of MG-2, the WG-SDP working structure was established as follows: • Task Team on Service Delivery, Media and Communication (TT/SDM) • Task Team on Warning Services (TT/WARN) • Task Team on Socio-Economic Benefits (TT/SEB) • Rapporteur on Aviation matters (RP/AVI)* • Rapporteur on EU and Partnership (RP/EUP) • Lean structure – Compared to the preceding inter-sessional period the number of Task Teams was reduced from 6 to 3 plus two rapporteurs. • *Depending on the outcomes of ECMA-2015, a Taskteam on Aviation may be established in the future.

  4. WG-SDP first meeting 10-11 December in Offenbach All core members as well as the Chief of ROE, Mr. Milan Dacic participated. The meeting discussed • Relevant outcomes of RA VI XVI Session 2013 in Helsinki • The Working Group Terms of Reference (TORs) • The Working Group and Taskteam structure • The Working Group Milestones / Work schedule • Relevant inputs from RA VI Management Group and RA VI Operating Plan • European Conference on Meteorology for Aviation (ECMA-2015)

WG-SDP first meeting 10-11 December in Offenbach – results and follow up Following the discussions during the meeting, the Group adjusted and amended its workplan, for reference please see MG-3 Doc. 4.2 Annex I. WG-SDP drafted an ECMA-2015 advisory document on two possible options as regards the timing of the conference for consideration to the RA VI President and the RA VI Management Group. Further to the decision of RA VI President, the Chair of WG-SDP, together with Chief of AMP (Mr. Dimitar Ivanov) and Chief ROE (Mr. Milan Dacic) prepared a first meeting of the ECMA-2015 Organizing Committee (ECMA-OC) that was held on 23 March 2015 in Vienna. The OC-meeting was attended by RA VI Rapp. on Aviation matters (Mr. José Fernández).

TT-SEB Activities Objectives • Support possible pilot SEB studies • Ensure professional exchange & co-operation • Develop a platform for dissemination and learning Activities • Reviews of recent and upcoming SEB’s in RA VI area • Contribution to SEB course for RA VI members (Zagreb 29.6-3.7) • Community of practice – experiences / results / how to …. • Session during EMS-ECAM 2015 • Questionnaire (concerted with other TT’s and WG’s) • Considering a EU COST action (DL 9/2015)

WG-SDP Taskteam on Warning Services Kick-off meeting in De Bilt, 23 March 2015 • Responsibilities of actions (according to workplan) was agreed • Task 5 (establishing mentoring pilot projects) is given the highest priority • some alignment with surveys coming from other Task Teams will be needed • next meeting in late September or October 2016

  10. WG-SDP Taskteam on Service Delivery, Media and Communication (TT/SDM) Membership •  Tanja Cegnar – Chair (Slovenia) • Judith Rhodes (UK) • …. Additional members needed, but so far not able to identify other suitable experts! This may lead to some delays in the workprogramme of TT-SDM.

WG-SDP Taskteam on Service Delivery, Media and Communication Current plan for 2015 • One day communication training workshop in September (back to back with EMS/ECAM in Sofia) • To organize an EMS communication session • To develop a format for two days workshops for experts involved in communication of climate and weather information (together with IABM) • Further work with the Secretariat on a platform to share examples of good practice

  12. WG-SDP Rapporteur on Aviation José Fernández (ESP) •  Activities will be focussed on the preparation and realization of the ECMA-2015 conference in autumn (see item 5.2 of the agenda) • The Conference may help to identify the specific challenges and needs of the “subregions” (e.g. ECTRL members and non-ECTRL members) in order to overcome a Region VI of “two velocities”. • ECMA could serve to identify necessary follow up actions: e.g. by calling for coordinated activities of RAVI, CAeM and ICAO working bodies.

  13. WG-SDP Rapporteur on Aviation • In that sense the outcome of ECMA could also become a model to demonstrate the benefit of coordinated inter-commission activities. • Depending on the ECMA results, it should be considered whether there is a need to constitute an Aviation Expert Team.

  14.
