  1. Kingdom of Morocco The Head of Government National Observatory of Human Development HOW CAN EMERGING DATABASES STRENGTHEN THE MEASUREMENT OF HUMAN DEVELOPMENT Mr Rachid Benmokhtar, President of the National Observatory of HumanDevelopment MARCH 2014

  2. Presentationoutline • What is meant by emerging databases? • How do the Observatory’s databases take advantage from other databases to achieve its dashboard of Human development indicators? • How can the Observatory’s emerging database measure human development? • How can the Observatory develop other emerging databases?

  3. Emergingdatabases • International : • WB– UNDP– WHO • Withtheirlimits (different data collection methods, surveys, census, periodicity, non-unified data sources...) • National : • The Observatory of HD (Albacharia, Information System, GIS, Household Panel Survey), MASSAR Project (6.500.000 students and 300.000 teachers) etc.

  4. How do the Observatory’s databases take advantage from other databases? • Data collection and updating • Valorisation by creating a Dashbord of humandevelopment • Classification of performances by theme in 4 classes (represented in chartbelow) • Cartographicpresentation (Mapbelow).

  5. How can the Observatory’s emerging database measure human development? Centralization and consolidation of structured and standardized information on HD • Internationally-oriented, • Factsheets by topic of analysis, • National and international vision of the performances of Morocco • Four performance classes (low, medium, good, very good). • 8000 targetedhouseholds. • Measuringannual changes in the main HD dimensions. • Studyingpovertydynamics. • Build up a HD indicatorsdatabase for standard reference. Dashboard Database Household Panel Virtual Centre • Territorial base unit : municipality • Georeferencedactivities and institutions, • Different HD topicsincluded • Thematicmaps • HD syntheticmaps GIS • Digital library • Database in full text • Multi searchengine • Extension to national and international networks

  6. Territorial Information System • Georeferencing (geographiccoordinates) locations of the main humandevelopmentprojects and collecting data related to theseprojects.

  7. How can the Observatory’s emerging database measure human development? • Advantages of the Observatory’sdatabases : • Free access in differentlanguages • Availability and reliability of a complete information • Multidimensionalapproach • Diversification of HD topics • International, national and territorial coverage (evensub-municipal) • Mapping and development of HD profils • Information on and treatment of differentphenomenonsrelated to HD (school dropout, poverty,…) • Analysis and evaluation of the supply and demand for basic services • Constraints • New qualifications integrating data mining and computing • Analysis and resultsinterpretationcapacities : « to question the data »

  8. How can the Observatory develop other emerging databases? • New perspectives : • Unleash and use available data (Open-Data) • «Master Class » : First step in building up the Open data • Setting up a collaborative platform to facilitate the exchange of information between data providers and users in order to makeavailable the collected but not used information by the classical data collection systems.

  9. Developing and using emerging databases require new computing skills and tools associated with powerful and adaptative analysis methods. • The role of networking is essential to knowledge sharing and experience exchange with key partners on innovative tools and approaches (CONEVAL, United Nations Agencies, the National Library, national and foreign universities, evaluation associations, local and regional actors and other stakeholders). 9
