    2. Essential components of an M&E plan A good M&E plan should include: A concise background information. A robust Logical Framework Matrix (LFM) Brief descriptive details for each indicator (impact, output and outcome). A detailed and appropriate budget

    3. M&E plan Background information. Provide a brief outline of the malaria situation. Provide a brief overview of the NMCP. Describe M&E units (national and subnational)

M&E plan Background information M&E units (national and subnational) Number and qualifications and experiences of key staff Needs and gaps Responsibilities and lines of accountability Detailed description of the data management at national and subnational levels (hardware and software) Data collection Analysis, Feedback Integrated system

    5. Background information M&E units Review and Evaluation: Provide a schedule detailing the periodicity and level of reporting. Identify the members of the technical review panel and describe their roles and responsibilities. How frequently will the panel meet? Give details regarding plans for external evaluation (expertise required, recruitment plans, funding).

    6. Background information M&E units Collaboration: Provide full details of any existing partners Give an idea of their coverage and budget Describe plans or identify potential for collaboration Operational research

    7. M&E plan Logical Framework Matrix Ensure that: Results are clearly expressed Indicators are credible and clearly defined Solid baseline data exists (or plans have been made to develop a baseline) Targets are unambiguous and realistic.

    8. Revision - Indicators Indicators are only intended to indicate, and not to provide scientific proof or detailed explanations about changes. Do not transform the measurement of change into a burdensome workload. Indicators are intended to provide data that will help managers and staff make better decisions, achieve results and improve organizational effectiveness. Better to have approximate answers to a few important questions than to have exact answers to many unimportant questions

    11. Appropriate budget Every M&E plan must include a detailed and appropriate budget: 5-10% of the overall budget Surveys Internal and External evaluations Reports and publications
