Main points • ITU-T SG16 Meeting (2002, Oct. 15-25 in Geneva) • Significantly less participation (melt down in participation, melt down in management – several Vice Chairs and Rapporteurs) have resigned • Economy effects standardization work • Modest results IMTC Fall Forum – November 2002 – New York, NY, USA

SG16 Structure and “headlines news” • Working Party 1/16 - Modems and facsimile terminals (little new work - MoIP, outgoing activity) • Working Party 2/16 - Multimedia platform and interworking (incl. H.323/H.248 – technically “winding up”; dramatic meltdown in participation) • Working Party 3/16 – Media coding (in voice coding – “patt situation” because of IPRs; in video JVT good technical progress; but huge IPR fights) • Working Party 4/16 – Multimedia framework (mixed results; F.706 Emergency; FS-VDSL Focus Group; Mediacom 2004 Project) IMTC Fall Forum – November 2002 – New York, NY, USA

Working Party 1/16 - Modems and facsimile terminals • Q.H/16 (Accessibility to Multimedia Systems and Services): start studies on using textphones over IP networks. • Q.11/16 (Voiceband Modems: Specification and Performance Evaluation): complete (“consent”) the work on V.MoIP (V.150.0 and V.150.1). • Q.14/16 (Facsimile terminals of Groups 3 and 4): addition of sYCC display oriented colour space to facsimile terminals, planned for consent approval in May 2003; added two additional MIME image sub-types to T.37 for consent. Working Party 2/16 - Multimedia platform and interworking • Q.G/16 (Security of Multimedia Systems and Services): ITU-T H.233 and H.234 addressing multimedia security for circuit-switched A/V systems have been revised to include improved security techniques (“consented”). Draft H.235V3 - despite significant progress has been achieved - was not yet stable enough (“consent” May 2003). • Q.1/16 (Multimedia systems, terminals and data conferencing): Patrick will report about it • Q.2/16 (Multimedia over packet networks using H.323 systems): 8 new Recs. “consent” (new features for H.323; “Modem over IP”), 1 rev. Working Party 2/16 - Multimedia platform and interworking (2) • Q.3/16 (Infrastructure and interoperability for Multimedia over packet networks): 6 new recs. “consent” (H.248.11, H.248.16, H.248.17, H.248.18, H.248.20, H.248.12 Annex A) and (H.245v9). Work progressed on new H.341 and H.246 Annex C, and new H.248.1 Annex F and H.248.19. • Q.5/16 (Mobility for Multimedia Systems and Services): H.500 – uncertain future IMTC Fall Forum – November 2002 – New York, NY, USA

  8. Working Party 3/16 – Media coding • Q.6/16 (Advanced video coding):Joint Video Team (JVT) established with ISO/IEC JTC1/SC29/WG11 (MPEG). Exceeded 100 registered participants and 100 registered contribution documents each. The work of the JVT has progressed well; technically-aligned text to be approved as ITU-T H.264 and ISO/IEC 14496-10 "Advanced Video Coding". Industry interest in the H.264/AVC very keen, and significant technical progress. February 2003 “AAP Consent”; Patents: Hopefully: “Baseline” FR; Optional Profiles (e.g. Broadcast): RAND. Working Party 3 – Media coding (2) • Q.8/16 (Encoding of speech signals at bit rates around 4 kbit/s): No decision could be reached at the February 2002 meeting of SG16 on how to proceed with the work on the 4 kbit/s speech coding work, and so the objective for this meeting was to review any interim progress and assess whether a decision could now be made. • Although it is claimed that both coders have been improved in the interim period, there has been no change in opinions which would allow agreement on the way to proceed. Accordingly it is proposed to suspend the work. Problem: Too competitive; IPRs. IMTC Fall Forum – November 2002 – New York, NY, USA

Working Party 3 – Media coding (3) • Q.9/16 (Variable bit rate coding of speech signals): identify the application area and ToR of VBR codec(s) to be developed: MSC-VBR (Multi-Rate Source Controlled Variable Bitrate) approach and EV (Embedded VBR) approach.The meeting reconfirmed the intent to try to introduce open-collaborative way for developing VBR speech codec(s). Maybe, this will be the way out of the current crisis. • Q.E/16 (Media coding): ITU-T JPEG2000 standards set finished. Preparation of “Media Coding Summary Table”.   11. Working Party 4/16 – Multimedia framework • Q.A/16 (MediaCom 2004) – not much • Q.B/16 (Multimedia Architecture) – not much. It was agreed that the FS-VDSL Rec. (a Forum) on system architecture would be rubber stamped by the ITU. • Q.C/16 (Multimedia applications and services): included into the question. Agreed to rubber-stamp on Part 5 (OAM&P) of the FS-VDSL Focus Group as new ITU-T Rec. Draft ITU-T F.706 Emerency Services for MM for approval at the May 2003 meeting of Study Group.
