  3. Objective of DNS PMIS software development in the HRH project To replace the existing manual PMIS with a phased introduction of a web-based PMIS from HQ to sub-district levels by 31 Dec/14

Software development process-1(Sept 2012 to date) • Current PMIS-related forms from DNS, MIS of DGHS, MIS of DGFP and MoPA reviewed for design options for new PMIS (Sept-Nov/12) • CCDS (Citizen Core Data Structure) and GEO code of Bangladesh Bureau of Statistics (BBS) used for development of software (Nov-Dec/12) Contd.

Software development process-2 • Matrix of potential data elements prepared (Nov-Dec/12) • Based on agreed matrix, final data elements for PMIS shared with DGHS and MoHFW, and approved by DNS (Jan/13) Matrix Data Elements • Data Collection Tool developed (Jan/13) Data Collection Tool-DNS PMIS Contd.

Software development process-3 • Programming language (PhP) and database (MySQL) selected and applied for initial design and software development (Jan/13) • International PMIS-related software reviewed to strengthen PMIS design, e.g., (Feb-Mar/13) • iHRIS (Integrated Human Resources Information System, USAID CapacityPlus),USA • OrangeHRM, USA • HR software, Govt of Himachal Pradesh, India Contd.

Software development process-4 • DNS website re-designed to accommodate the new, web-based PMIS (July/13) • Initial version of DNS PMIS software completed (July/13); design allows for future adaptations as needed • DNS PMIS software now resident at DNS website (www.dns.gov.bd) (July/13) Contd.

  8. Software development process-5 • DNS PMIS software demonstrated on 29 Aug 2013 at MoHFW . The DGHS-MIS, DGFP-MIS and MoPA were present – initial version of PMIS approved (Aug’13) • DNS PMIS users’ manual and orientation package developed (Sept-Dec/13) • All OAs and UDAs oriented on DNS PMIS software for undertaking the pre-testing (29-30 Sep/13) Contd.

Software development process-6 • WiFi setup for whole DNS-HQ is completed through a private company (Oct-Nov’13) • Increased the bandwidth of internet connectivity from 128kbps (shared) to 1mbps (dedicated) for accessing to web based DNS-PMIS software at DNS-HQ (Nov’13) • Pre-testing of DNS PMIS software started (Nov’13) through extraction and entry of DNS-HQ data into the PMIS software Contd.

Next steps - 2014 • Piloting at District level planned • Relevant modification to PMIS software made based on finding from pre-testing and piloting • DNS PMIS orientation for program managers and training for relevant staff at DNS HQ • DNS PMIS orientation for District & Sub-district Managers Contd.

  11. Next steps - 2014 • PMIS training rollout: Division, District, Upazilla and Nursing Institutes • Transfer of existing manual personnel data into the new DNS PMIS DNS employees (18000+4100)= 22100 • On going, regular data entry to web-based DNS PMIS
