  3. MAHARASHTRA

  4. Maharashtra - Status • Less rainfall in Rabi may result in low production • During Rabi 2008-09 cereal area expanded from 43 lakh ha to 44.02 lakh ha but expected production may come down from 48.34 LMT to 44.29 LMT. • Total area of Rabi Crops has reduced from 63.63 Lakh ha to 61.51 Lakh ha

Maharashtra – Status - SRR • In self pollinated category SRR achieved for Paddy - 42 (Target 25) Urid - 43 Mung - 58 Soyabean - 58 Wheat - 52 • In cross-pollinated category SRR achieved for Bajra - 75 (Target 35) Moong - 75 Seasamum - 42 Sunflower - 42 • Fertilizer consumption has gone up from 74.1 kg/ha 1997-98 to 127 kg/ha in 2008-09 but the state found availability of fertilizers a major issue in some areas like Marathwada and Vidarbha

Maharashtra - Issues • RCF should give gypsum for Maharashtra • JNPT and BPT Ports close to Mumbai should develop facilities for import of fertilizers • As the most of fertilizers are imported and has to be transported in time bound manner, night loading facilities should be immediately established at all places for example Nanded, Parbhani. • As the availability of fertilizer has fallen short during October to February, 2009 against the allocation, building of buffer stocks has not progressed at satisfactory level • Fertilizers should be provided as per ECA allocation contd…..

Maharashtra - Issues • Storage facilities for fertilizer should be created by Fertilizer companies in remote areas • CIB should expedite the registration for licences for biopesticides production submitted by State on top priority • Green manuring is very essential for maintaining the soil health, subsidy for green manure seed like sunhemp/daincha should be enhanced to 50% as the seed cost is high Contd..

  8. Maharashtra - Issues • SSP Policy comes to an end in March, 2009. Long term policy needs to be put in place immediately as SSP Shortage will lead to additional demand of DAP. • Fund utilization in RKVY requires more attention

Maharashtra – Best Practices Reported • KrishiDindiAbhiyan - Technology Transfer Mission launched in the State has Integrated extensive campaign covering 10,000 villages involving agriculture and line Departments • Seed Corporation of Maharashtra is producing more seeds even to meet the requirement of neighbouring States • Sugarcane-productivity-improvement -campaign launched involving 100 sugar factories

Madhya Pradesh – Status • The area under foodgrain has increased from 69.23 lakh ha in 2007-08 to 79.89 lakh ha during 2008-09 • The area under Wheat has decreased from 37.4 lakh ha in 2007-08 to 36.07 lakh ha in 2008 – 09. However, the production is expected to remain at the level of last year • Pulses area has increased from 69.23 lakh ha to 71.89 lakh ha and production is expected to increase from 20.38 MT to 26.78 MT • The total foodgrain production is expected to increase during Rabi 2008-09 from 81.29 lakhtonnes to 87.72 lakhtonnes • SRR has marginally increased in all the cereals including pulses crops during 2008-09

Madhya Pradesh -Issues • Schemes of Central Government should be based on regional requirement rather than common for all states • In Fertilizer, the State is satisfied with present arrangement • State is self sufficient in seed for Kharif • The State has improved SRR compared to last year • Funds Utilization of RKVY and NHM requires more attention

Madhya Pradesh – Best Practices Reported • Kisan Call Centres, KisanVaniSironj and Seed-Net established and being run successfully in PPP mode • SRI system intensified • Promotion of biofertilizers and micro-nutrients • Promoting organic farming on large scale • Seed Treatment on large scale through PPP mode • “ATMA Sandesh” (Monthly Newsletter) being circulated to 50,000 villages

  15. Kerala - Status • Cereals, Pulses and Oilseeds net sown area was much less than the targeted area in 2008-09. • State has passed legislation to protect paddy land from diversion in plantation crops

Kerala – Issues • SAUs have not developed new varieties of rice in Kerala for the last two decades • Copra procurement not initiated due to model code of conduct • The State is spending 40% of plan fund through PRIs but while qualifying for RKVY this amount is not being taken into account, resulting in lesser allocation to the State • Low utilization of funds under RKVY & MM • Activities under ATMA need to be expedited

  17. Kerala - Best Practices Reported • KrishakIstriShaktiProgramme initiated under RKVY • Due to shortage of labour, Farm Mechanization now accepted by farmers group which has earlier opposed

  18. HIMACHAL PRADESH

  19. Himachal Pradesh – Status • The area coverage under Wheat is 3.41 Lakh ha which is less than the targeted area of 3.60 Lakh ha • Area coverage under foodgrain was 3.71 Lakh ha against target of 3.90 Lakh ha • Production of wheat is expected to be 5.43 lakh MT against a target of 6.80 lakh MT • Production of total foodgrain is also expected to be to the tune of 5.80 lakh MT against the target of 7.22 lakh MT

  20. Himachal Pradesh - Issues • Fertilizer being delivered at Chandigarh instead of district headquarters • Freight reimbursement of fertilizer is still unsettled • The State has demanded norms of RKVY qualification to be relaxed • Problem of Yellow Rust in Wheat reported

  21. Himachal Pradesh - Best Practices Reported • Precision farming started involving 25,000 farmers in 20,000 ha area. • Contract farming in vegetable and maize through PPP mode initiative

  23. Uttarakhand – Status • Area under wheat has increased from 3.97 lakh ha to 4.00 lakh ha • Production of wheat is expected to increase from 8.14 LMT in 2007-08 to 8.20 LMT this year • Area of total foodgrains has also increased marginally from 4.56 lakh ha to 4.59 lakh ha and production is expected to increase from 9.02 LMT in 2007-08 to 9.07 LMT this year • Failure of winter rain has adversely affected rabi crops in rainfed areas • Rise in temperature in the month of January, Feb and 1st week of March affected rabi production

Uttarakhand – Best Practices Reported • SRI being promoted among 10,000 farmers in 9 districts which is 40% increase over the last year • Started KrishakMahotsav in Kharif and Rabi for 15 days. • KrishakGoshti (Farmer-Scientist Interaction) organized every month involving scientists and farmers

  25. Uttarakhand – Issues • Seed availability of Rajma and Ragi is an area of concern • RKVY qualification norms to be relaxed • Utilization of funds under RKVY needs to be expedited by the State

  26. JAMMU & KASHMIR

  27. J&K - Status • The production and productivity of the State has remained stagnant from 2005 • The State is deficient in foodgrain production to the level of 40% and 82% in Oilseeds

J&K - Issues • Damage due to Yellow rust in wheat • The State has demanded relaxation in RKVY qualification norms considering the total topography of the State • Does not qualify for RKVY; but no case has been made out • DAP funds still unutilized • SREPs/SEWPs under ATMA scheme still awaited • Audited utilization certificate under Extension Reform Scheme (ATMA) not received since 2005-06 • Most of the programme funds under various schemes are underutilized.

  29. J&K - Best Practices Reported • Campaign on 100% seed treatment has been launched • Farmers are diversifying towards vegetable cultivation, floriculture, mushrooms, medicinal and aromatic plants in a big way
