  1. Sources of Energy • ELECTRICAL • MECHANICAL • PNEUMATIC • FLUID AND GASES • HYDRAULIC • THERMAL • WATER UNDER PRESSURE • GRAVITY

  2. 29 CFR 1910.147 Scope, Application & Purpose Servicing and maintenance of equipment where an unexpected release of energy can occur. notes: Unexpected energize applies to process safeguards rendered ineffective.(a)(2)(ii)(A) Body parts entering equipment during normal operating cycles.(a)(2)(ii)(B)

  3. Exclusions: 1910.147 (a)(1-3) • maritime, agriculture and construction • power generation utility installations • equipment covered by Subpart S (1910.301) • oil and gas well drilling and servicing • minor servicing adjustments for routine operation • cord or plug work controlled by performing employee • gas, steam, water or petro. pipelines--impractical-5(a)(1)

  4. Definitions (b) • Affected employee: work in area • Authorized employee: work on equipment • Hot tap: welding on a pressurized pipeline • Servicing or maintenance: constructing, installing, setting up, adjusting, inspecting, modifying, lubricating, cleaning, unjamming, tool changes

  5. Energy Control Program • 1910.147 (c) (1) • procedures, training and inspections • 1910.147 (c) (2) • lockout Vs tagout • new(1990) equipment designed to take a lock • 1910.147 (c) (3) • full employee protection

  6. Energy Control Program • 1910 147 (c) (4) • development of procedure, procedure documentation and utilization • procedures shall clearly and specifically outline scope, purpose, authorization, rules, techniques and means of enforcement • specific use, steps for :shut down, device placement & removal and verification of effectiveness

  7. Energy Control Procedure Exception: 1910.147 (c) (4) (i) • no potential or residual energy when off • single energy source • energy isolation completely deactivates • energy is isolated when servicing • use only a single isolation device • done by an authorized employee only • servicing does not create a hazard • no prior accidents

  8. Energy Control Program • 1910.147 (c) (5) • protective material and hardware • durable, standardized, substantial(tag -50 #) and identifiable(DO NOT ENERGIZE) • 1910.147 (c) (6) • periodic inspection • procedure check annually, performed by authorized, inadequacies corrected, review employee responsibility, tagout review with each authorized and affected and certify inspection is done(Id machine, date, employee inspected and inspector)

  9. Energy Control Program • 1910.147 (c) (7) (i) • training and communication (performance oriented) • authorized: recognition, type and magnitude and techniques • affected: purpose and use of procedure • other: procedures and prohibition

  10. Energy Control Program • 1910.147 (c) (7) (ii) • tagout system training • tags are warning devices, do not remove, legible and understandable, environmental conditions, false sense of security, securely attached • 1910.147 (c) (7) (iii) • employee retraining • process changes, inadequacies, new methods, certification and documentation

  11. Energy Control Program • 1910.147 (c) (8) • energy isolation by authorized employees only • 1910.147 (c) (9) • notification of affected employees • before controls applied and after removed

  12. Energy Control Elements • 1910.147 (d) (1-6) • authorized employees must have knowledge of hazards prior to shutdown • follow normal shut down procedures • isolate energy hazards • device application • stored energy potential • verification of isolation

  13. Lockout/Tagout Release Procedural Elements • 1910.147 (e) (1-3) • inspected for nonessential items • safe employee positioning • notification of affected employees • device removal by authorized employee who attached it • exception: verify authorized employee has left the building, reasonable efforts to contact and reassurance of adequacy of training

  14. Additional Requirements • 1910.147 (f) (1) (i-v) • testing and positioning sequence for temporary removal of devices • clear machine of tool and materials • employee removal • device removal • energize and test • deenergize and continue to service

  15. Additional Requirements • 1910.147 (f) (2-4) • contractors and employer--inform each other(on-site employer shall certify knowledge of his/her employees) • equivalent methods for group lockout minimum requirements: • authorized responsible supervisor, assurance of all employees safety, internal coordination, each authorized affixes a personal device and shift chance procedures
