  2. Impact of Relationship between University of Liverpool and Merseytravel • Introduction • Merseytravel and its role • Recent relationship with University of Liverpool and its development • Impact • Future

Introduction – What is Merseytravel? • Merseyside Integrated Transport Authority and Executive • Responsible for co-ordinating public transport in Merseyside • A public-sector body: • Made up of 18 elected representatives • Funded by 5 local authorities (levy) • Public funding from central government (grant / loans)

Merseytravel’s Role • Builds new public transport infrastructure, eg: • Bus & rail stations • Bus stops & shelters • Operates local rail services, ferries and Mersey Tunnels • Administers travel tickets and concessionary travel • Supports non-commercial bus services • Owns and operates, U-boat, Spaceport and Beatles Story • Operates “Art on the Network” scheme.

Recent Relationship with University of Liverpool • 2006, the first Merseytravel employee (Alison White) embarked on a part time MPA. • Seeing the benefits offered by the MPA and the positive impression from a Merseytravel student, during this course of study, Mike Rowe and Elaine Eades began developing the “MPA/PM,” a proposed in-house programme. They then met with Alison White, Neil Scales, Chief Executive, and Liz Chandler, the then Learning and Development Officer to discuss opportunities. • With the course validated by the University and support from Merseytravel and Liverpool City Council, the MPA/PM began in September 2008. 5 Merseytravel students participated in the first cohort, due to graduate this year and and 3 (including one seconded British Transport Police Officer) in the second cohort, due to graduate next year.

  6. What has this meant for Merseytravel/University? • Obviously better qualified staff! • Also a ‘real world link’ for the University MPA/M programme • Has there been any influence on policy…? Possibly! Of the total of 9 employees who have progressed through or are now progressing through the programme, their careers have developed and 5 are now Heads of Service of the following key areas:- Chair’s Office, Governance, Transformation, Business Support, Data Compliance.

  7. How has all this happened? • Chief Executive very supportive of CPD and encouraging employee progression • Former Learning and Development Officer is now Director of Corporate Development • Merseytravel is an award winning learning organisation. • Director of Corporate Development oversaw a large restructuring programme called ‘OTOF,’ One Team One Family, which saw the whole shape of the organisation change. Resulting in £4m savings over three years and a reduction in staff of 15%. Staff were part of the process, identifying via working groups, the optimum structure.

  8. Continued Impact • First MPA graduate now undertaking PhD on Governance and policy . There are clear links to governance and policy developments in the devolved territories too with Alison White’s research having clear links with Professor Laura McAllister’s. This has resulted in Alison White providing seminars for Laura McAllister for the MPA, and producing a number of conference papers regarding this ongoing research with both these areas. • Dissertation work from MPA/PM focuses on ‘real’ issues relating to Merseytravel policy to inform future decision making. Opening dialogue and continued involvement.

And so it continues... • Tutor from MPA/PM has undertaken work for Merseytravel on a consultancy basis, regarding ‘The Big Conversation,’ a second phase of OTOF, looking at organisational culture. • Of 10 people chosen to be hosts of this major project out of over 800 in the organisation, two were graduates (or about to be) of the MPA/PM. • The collaboration has, and continues to make an impact. • An essential component for future success? Especially in a time of austerity.
