Overview • NCAs applying for non-competing continuation funding in FY 2012 must submit a progress report in the HRSA Electronic Handbooks (EHB). • Instructions for completing the progress report are available in EHB and on the NCA TA website. • Progress reports must be submitted in the EHB by 5 PM ET on April 13, 2012. • Progress reports may not exceed 40 pages or 5MB.

  4. Submission Process • NCAs are required to submit a progress report in lieu of an application. • The progress report will be completed in HRSA’s Electronic Handbooks (EHB) only. • E-mail notification that the progress report is available for submission was sent on March 6 to NCA Project Directors and all individuals who have non-competing continuation edit and submit privileges in the EHB.

  7. Performance Progress Report Forms • Grantees are required to complete two Performance Progress Report (PPR) forms in EHB (SF-PPR & SF-PPR-2). • Specific instructions for completing these forms can be found in the NCA NCC User Guide available within EHB and on the NCA TA website.

  8. Budget Presentation • A complete budget presentation includes the Budget Information: Budget Details Form and Budget Narrative (line item budget) attachment. • Specific instructions for preparing the budget presentation are on pages 8-10 of the NCA NCCPR Instructions. • Budget request must not exceed the recommended level of support found on line 13 of the most recent Notice of Award (NoA).

  9. Budget Narrative The budget narrative must: • Cover the 12 month budget period from July 1, 2012 - June 30, 2013.  • Describe each cost element and explain how each cost contributes to meeting the project’s objectives/goals. • Explain the amounts requested for each row in Section B: Budget Categories of the Budget Information: Budget Details Form.   Note: Grantees will upload the budget narrative in the SF-PPR form in EHB. 

  10. Project Work Plan Form • Highlight the current status and/or describe any changes on the major T/TA key activities and/or deliverables in the Project Work Plan. • Provide an update for each objective in the Progress Report text box of the form. • Grantees may modify, add, or delete Goals*, Objectives, and Objective details. • Instructions for completing the Project Work Plan Form are available in Appendix A of the NCA NCCPR Instructions. *Additional goals only. Required goals cannot be edited.

  11. Performance Measures Form • The Performance Measures Form will pre-populate with data from the most recently awarded NCA application. • Provide quantitative and qualitative updates in the Progress Towards Goal field for each performance measure. • Do not edit information pre-populated in the fields for the four required performance measures. For these measures, complete the Progress Towards Goal field and Comments field, as applicable. • Grantees may edit all data for additional performance measures and/or add new performance measures.

  12. Required Performance Measures • National Grantee Satisfaction • Program Requirements T/TA • Performance Improvement T/TA • Program Development/Analysis T/TA • Refer to the BPHC 2011 grantee satisfaction survey score(s) for quantitative updates. • Detailed instructions are provided in Appendix B of the NCA NCCPR Instructions.

  13. Program Narrative Update Attachment 1 • Address broad issues and changes that have impacted the community/target audience(s) served and the organization. • Discuss progress on the Project Work Plansince September 1, 2011.

Program Narrative Update (cont.) • Any significant progress/changes to the approved NCA project • Any significant changes or outcomes that occurred as a result of the T/TA activities • Any significant changes that occurred to linkages or partnerships. • Any significant updates to the staffing plan since the last NCA submission (e.g., new staff hired). • Any major expected changes to the proposed key activities for the upcoming budget period (July 1, 2012 – June 30, 2013). Note: Grantees should discuss any significant anticipated changes to their project work plan with their Project Officer prior to submission.

  15. Important Reminders • Progress reports must be submitted in the EHB by 5 PM ET on April 13, 2012. • Progress reports may not exceed 40 pages or 5MB. • Failure to include all required documents may result in your progress report being considered incomplete or non-compliant. • Incomplete or non-compliant progress reports can lead to delays in the NoA and/or a reduction in funding.
