  2. AIMS OF INTERREG • To develop regional co-operation in three types of area : • Cross-Border (Strand A) • Transnational (Strand B – North Sea) • Inter-regional (Strand C) Emphasis on innovative projects that are of relevance to the whole North Sea Region europeanpolicysolutions

PREPARATION OF THE NORTH SEA INTERREG PROGRAMME - TIMELINE • November 2013 • Mid – January 2014 Programme Preparatio Steering Group agrees Thematic Objectives, Priority Investments and Specific Objectives for each Priority Investment Programme Preparation Admin and Content Group agree final draft of Operational Programme and go out for Strategic Environmental Assessment europeanpolicysolutions

  4. TIMELINE (2) Strategic Environmental Assessment Consultation Updated final Draft of the Operational Programme Member States and Norway agree Operational Programme and send to Brussels • February 2014 • March 2014 • April 2014 europeanpolicysolutions

STRENGTHENING RESEARCH TECHNOLOGICAL DEVELOPMENTAND INNOVATION (THEMATIC OBJECTIVE) • Priority Investment • Promoting business investments in innovation and research and developing links and synergies between enterprises , R&D Centres and Higher Education • Specific Objectives • Develop new or improved knowledge partnerships between businesses, knowledge institutions, public administrations and individual citizens with a view to long term co-operation on concrete product and service development europeanpolicysolutions

STRENGTHENING RESEARCH TECHNOLOGICAL DEVELOPMENT AND INNOVATION • Specific objective 2 Enhance regional innovation support capacity so that it will allow regions to effectively increase innovation levels after the end of the funding period and particularly in line with smart specialisation strategies. • Specific objective 3 Stimulate the public sector in generating innovation demand and innovative solutions for improving public service delivery. europeanpolicysolutions

SUSTAINABLE TRANSPORT AND THE REMOVAL OF BOTTLENECKS (THEMATIC OBJECTIVE 7) • Priority Investment (7c) Developing environmentally friendly and low carbon transport systems including river and sea transport and multimodal links • Specific Objectives • Develop demonstrations of innovative and/or improved transport and logistic solutions with potential to move large volumes away from long distance road transportation • Stimulate the take-up and application of green transport solutions for goods and personal transport europeanpolicysolutions

ENVIRONMENTAL PRIORITY ACCESS • Supporting the shift towards a Low Carbon Economy in all sectors through promoting research, innovation and the adoption of low carbon technologies (Thematic Objective 4) • Promoting and restoring biodiversity, soil protection and restoration and promoting ecosystem services including NATURA 2000 sites and green infrastructure (Thematic Objective 6) • Supporting industrial transition towards a resource efficient economy and green growth (Thematic Objective 6) europeanpolicysolutions

  10. CLIMATE CHANGE ADAPTATION AND RISK PREVENTION AND MANAGEMENT (THEMATIC OBJECTIVE 5) • Supporting dedicated investment for adaptation to climate change • A maximum of 10% of Programme funds will be allocated to this Measure europeanpolicysolutions

  11. OTHER DISCUSSIONS • No agreement on size of Programme – likely to stay same or small increase • Intervention Rate stays at 50% • Flat rate overheads set at 15% of staff costs • No change to Programme Area or location of Secretariat europeanpolicysolutions
