Five ways to obtain estimates of peak discharges • From estimates of peak discharge at a gaging station • From among unmeasured, but already defined watersheds • By manually entering the required characteristics • By submitting a user-delineated watershed • By using the auto-delineation program

  5. Estimates of peak discharge at a gaging station • Measurements of peak discharges have been made on a systematic basis • Estimates of peak discharges at specified frequencies have been made • Estimates may be viewed by selecting a gaging station from list of measured watersheds

  6. From among unmeasured, but already defined watersheds • OWRD has delineated and calculated characteristics for approx. 1,200 watersheds in western Oregon • Estimates of peak discharge may be obtained by selecting a watershed from an interactive on-screen map

  7. Manually entering the required characteristics • User supplies eight watershed characteristics necessary to determine peak discharge estimates • Making appropriate and reliable estimates of watershed characteristics may be difficult for most users

  8. Submitting a user-delineated watershed • User supplies watershed delineation • Delineation must be submitted as a "shape file" in Oregon Lambert coordinates • A shape file is an open specification for a GIS theme developed by Environmental Systems Research Institute, Inc. (Redlands, CA)

Using the auto-delineation program • User selects a point on a stream where the peak discharge estimates are desired • Selection of the point is done interactively from topographic maps displayed on-screen • Delineation of the watershed above the selected point, calculation of the watershed characteristics, and calculation of the peak discharges are done automatically

  11. Things to be aware of • Select point well away from confluence • Avoid bridges, dams or large road fill • Areas of low relief or urbanization • Always check resulting characteristics and graphic

  13. Water Availability Tool • Primarily used in decision making for evaluation of new water right applications • Also used to identify areas for stream flow restoration efforts • In use for over 10 years • Simple web interface and more complex telnet interface

  14. Uses combination of technologies • Used GIS to determine geographical units • GIS based characteristics data sets • Good old blackboard math equations to bring it all meaning
