  2. False Promises: Damaged Community • Casinos Hurt Communities & Local Economies • Crime & Violence • Traffic Congestion and the “Fantasy Ferry” • Not Environmentally Sustainable • “Reservation Shopping” • Better Alternatives for Point Molate

Casinos Hurt Families & Communities • Prey on low-income and vulnerable individuals • New compulsive gamblers will be created and exacerbate the problem of gambling addiction in the local community. -The National Gambling Impact Study Commission (NGISC) has found that the number of local problem gamblers doubles within the community where a casino is placed. ▪ Studies have shown that compulsive gamblers have higher rates of bankruptcy, domestic abuse, divorce, and drug/alcohol addiction.

  4. The Proposed Casino will Hurt the Local Economy “This casino will not bring new money into the Bay Area economy. It will actually take money out and redistribute it elsewhere.” – William Thompson, Ph.D., professor at the University of Nevada, Las Vegas and a nationally recognized expert on the economics of casino gambling. • Diverts disposable income and hurts local merchants -- Approx. 2/3 or more of the money spent at the Casino will come out of the pockets of local residents, while most of the profits will be sent elsewhere. Money lost at the casino diverts disposable income that would otherwise be spent at locally-owned businesses, generating sales taxes and supporting local jobs. ■ Despite the promises and commitments made by Casino San Pablo and the City of San Pablo, the City now has a $60 million budget deficit!

  5. No Guarantee of Quality Jobs • Promises of jobs for Richmond Residents are based on “good faith” and are NOT legally binding. The agreement between the Guidiville Tribe and the City of Richmond states that “nothing shall require the Tribe to maintain a workforce with any specified number of Richmond residence” (EIS/EIR, appendix C, section 5.4). • No legal protection for workers or guests: State labor laws do not apply (workers comp, anti-smoking laws, job security, etc.). • Most available positions will be lower-income and “dead end”.

  6. Crime and Violence • Crime and violence have been shown to increase significantly when a casino is placed in or close to an urban community. • Robberies and other crimes in nearby San Pablo increased following the introduction of slot machines at Casino San Pablo in 2005.

The Truth about Traffic Impacts • The Draft EIS/EIR traffic estimates are grossly underestimated and rely on new Ferry service and public transit options – of which there is currently NO guarantee nor evidence that such options would effectively displace car-use. • The increase in traffic would be significant and overwhelm nearby roadways, I-580 on/off ramps and the Richmond bridge both to and from Marin – which are often already at capacity during rush hour.

Not Environmentally Sustainable • Point Molate is one of the last remaining areas of undeveloped shoreline in the East Bay -- such high-density development should not be allowed. • The site spans over 413-acres and is home to a variety of rare, native wildlife. • Full development would generate an estimated average of 567,000 gallons of wastewater daily, with a peak use estimated at 777,000 gallons.

Another Case of Reservation Shopping ▪ The 240,000 sq ft "Las Vegas sized" proposal is the 5th time that gambling interests are trying to build a huge off-reservation casino in the East Bay.Not one but THREE Casinos! • If the Pt. Molate Casino proposal is approved, we will almost definitely see the Sugar Bowl Casino proposed for North Richmond move forward and a renewed effort to expand Casino San Pablo. • West Contra Costa County should not be turned into a haven for off-reservation Indian Casinos.

The Real Deal: • Gamblers will be local • Crime will increase • Economic benefits will go to out-of-town investors not Richmond residents • Jobs aren’t guaranteed nor workers’ rights fully protected • Expectation of wealthy tourist visitors are not credible/reliable • This is NOT “green” development: the project will increase traffic congestion, water use and will place a massive casino on the last undeveloped gem of the Bay Area.

  14. What does a healthy Point Molate look like to You?

  15. Alternative Vision: Richmond Deserves Better! Reject the faulty claims of the casino project’s proponents and urge the City of Richmond to pursue other options for a more positive, healthy, environmentally friendly and economically beneficial vision for Point Molate. An alternative development for Point Molate could include: • Retreat and conference center (similar to Asilomar/the new Cavallo Point at Fort Baker in Marin) • Historical preservation (Restore Winehaven site to a working winery, media production studio, etc.) • Green jobs and sustainable development: Education programs, research/academic facility, summer camps, recreation companies, cafes/restaurants, art center/programs • Emphasis on healthy outdoor recreation, beaches, fishing, kayaking, hiking, biking, community gardens, etc. • A place to build communityPoint Molate is as beautiful as the Presidio in San Francisco and Marin Headlands/Fort Baker — Help Make Its Future As Bright!!
