  2. Authorization Basis • “The set of documents or requirements upon which a decision is made by DOE whether to authorize the commencement or continuation of activities” • As defined by DOE Order 420.2B “Safety of Accelerator Facilities”

Authorization Basis Strategy Workshop • AB Strategy Workshop held August 21, 2009 to; • Gain consensus on NSLS-II strategy and obtain concurrence between BNL, NSLS-II and BHSO • Incorporate lessons learned from other accelerator authorization experiences • Begin a dialog of the details of elements of this strategy including review cycles, schedules and responsibilities • Consensus achieved • Actions and path forward developed • Issue on fate of 420.2B was addressed (has since been resolved)

Authorization Basis Path/Strategy Overview • Strategy is to: • Provide a documented process that assures that the facility is safe to operate and will meet the project baseline performance deliverables • Baseline performance deliverables defined as: • CD-4 defined as 340K gross sq ft of conventional facilities have been installed and certified to operate properly and safely so as to provide stored electron beam at an energy of 3.0GeV with a stored current of 25mA. 6 beam lines will be installed and ready for commissioning with x-ray beam

Authorization Basis Path/Strategy Overview • NSLS-II AB Strategy is based on the requirements and guidance in: • DOE Order 420.2B “Safety of Accelerator Facilities” • DOE Guide 420.2-1 “Accelerator Facility Safety Implementation Guide” • DOE Order 413.3B “Program and Project Management for the Acquisition of Capital Assets” • BNL SBMS Subject Area “Accelerator Safety”

Authorization Basis Path/Strategy Overview • NSLS-II strategy is defined in the Project Execution Plan (Appendix B) which describes the phasing and documentation expectations. • The PEP has been reviewed and approved by the Lab and DOE • Process is further articulated in the NSLS-II Start-Up Test Plan Rev-2, 9/08 (Roadmap for steps necessary to bridge the gap from construction through test, checkout, commissioning and turnover for operations) • This document is not approved by DOE • Authorization Basis Strategy Workshop held in August 09 • Strategy reviewed and concurred with

Tailoring of 420.2B Requirements • “Accelerators” are classified based on potential hazard which drives level of rigor of safety analysis and approval authority • As per 420.2-1 Implementation Guide (table 1) the NSLS-II falls into; • “Complex” facility with negligible offsite impacts • ASE approved at local DOE site/field office* • ASE/SAD tailored as needed to address workplace/onsite hazards and demonstrate no more than negligible offsite impacts. *413.3B and PEP also require BHSO approval of SAD

Modules • NSLS-II Plan is to break the AB process into four modules that coincide with the accelerator equipment installation & operations • The 4 modules are: • Linac • Booster • Storage Ring • Full Operations (roll-up of first three modules) • 420.2B Allows “modular” commissioning • Milestones for these modules are identified in schedule

Modules • Steps in each of the four modules will essentially be identical and include; • Safety Assessment Document • Accelerator Safety Envelope • Authorization Plan (commissioning plan) • Operational controls (training, procedures, organizational structure, etc.) • Operational Readiness Evaluation • Accelerator Readiness Review • Appropriate authorizations/reviews at each step

Commissioning (ASO Perspective) • Commissioning begins after approval by BHSO of authorization basis (documentation, training, procedures etc.) for each module • “The process of testing an accelerator facility, or portion thereof, to establish the performance characteristics. It starts with the first introduction of a particle beam into the system” (as defined by 420.2B) • Commissioning confirms safety systems performance and adequacy of shielding as described in SAD/ASE

Accelerator commissioning pathway • Start-Up Test Plan Established as a Framework document • Clearly identified requirements • Documentation readiness • Technical readiness • Personnel Training and Qualification • Testing • Sub-system testing and qualification (safety systems, interlocks etc) • Integrated systems tests • Commissioning with beam • Acceptance criteria for CD-4 clear • Integrated test/commissioning activities identified in WBS

Conclusion • NSLS-II Authorization Basis Strategy is well defined and compliant with DOE Order 420.2B • BHSO has been briefed on strategy and has concurred • 420.2B is expected to be modified, however modifications will not impact the NSLS-II strategy • Authorization documentation preparation is starting • Will need to elaborate Start-Up Test Plan through FY10 to meet schedule and provide detail
