    25. 25 11. (iv) Direct costs of processing The direct cost of processing are those costs which can be directly allocated to the growth or production of the item. Such costs include:

    28. 28 11. (vi) Appraised value or transaction value Appraised value is the price actually paid or payable for the merchandise when sold for export in the United States plus amounts for the following if not included in the price:

    29. 29 packing costs incurred by the buyer; selling commissions incurred by the buyer; value of any assistance provided by the buyer; royalties or licence fees the buyer is required to pay as a condition of the sale; proceeds accruing to the seller of any subsequent resale or use of the merchandise; and If included shipping insurance and international freight should be deducted. 11.     30. 30 (1) Original Commercial Invoice; (2) The GSP Certificate obtainable from the Mauritius Chamber of Commerce & Industry (MCCI) in triplicate duly filled in; (3) Customs Declaration (Export); (4) Customs Declaration (Import); and (5) Costing certified for value added content.

    31. 31 13. Besides preferential market access under AGOA and GSP, exporters can also export textile products not qualifying for duty free treatment, under normal rates i.e duty paid to the US. Such export requires a non-AGOA visa certificate. The main reason for this certificate is to comply with the Memorandum of Understanding signed with the US to prevent circumvention, illegal transhipment and illegal re-routing in exporting to the US.

    32. 32 (1) The non-preferential textile visa certificate in triplicate obtainable, free of cost, from the Foreign Trade Division of the Ministry of Business, Enterprise & Cooperatives duly filled in. (2) Commercial Invoice; (3) Copy of approved export permit; (4) Customs Declaration at Import; and (5) Customs Declaration at Export.

    33. 33 15. Products having huge potential on the US market under the US GSP scheme are those that have the highest rate of duty at import from other countries. Appropriate market surveys need to be carried out on this matter.

    34. 34 16. There is immense opportunity to export to the US market under the revised AGOA and US GSP scheme from Mauritius. Getting into the US multiple trillion dollar market outlet only requires the choice of the right product having comparative and competitive advantage for export from Mauritius to the US.
