CANADEM is Canada’s Civilian Reserve Our Mission Contribute to international peace & security, human rights, and democracy through: Screened Rostering Rapid Mobilization Mission Management ….of experts committed to international service with the UN, other IGOs, NGOs, various governments and governmental entities, etc. Our overseas programs include: • Humanitarian Assistance crisis response • Governance capacity building • Democracy development support • Security Sector Reform. Our operations are diverse and include: • Individual recruitment and deployments • Complex program management • CANADEM Missions.

CANADEM Values Canada’s Civilian Reserve • CANADEM supports Canada’s determination to strengthen the activities of international organizations working to advance the universal principles of the UN Charter • CANADEM believes that individuals are the key elements of international organizations. Only with the right individuals working as teams can organizations, agencies and missions fully achieve their goals. • CANADEM is driven by its core vocation to assist international organizations to identify and engage skilled Canadians. • CANADEM believes in the importance of mentoring and facilitating young Canadians to strengthen the ranks of succeeding generations of Canadian international experts. • CANADEM commits itself to operating according to the highest standards of Canadian ethical and professional standards.

UN and other IGOs (MOUs with key agencies) Canadian Government and like-minded member states Non-Governmental Organizations Other members of the international community advancing the universal principles of the UN Charter: international peace & security, and human rights.

  5. Canada’s Civilian Reserve … believing that individuals are the most important elements of operational success... Individuals are the key ‘operational’ elements of the international community. Only with the right individuals working as teams can organizations, agencies and missions fully achieve their goals. Identifying those skilled individuals is crucial, and every nation has a duty to put forward their best.

  6. Canada’s Civilian Reserve …and for CANADEM this starts with the rostering of Canadian individuals... We hold Canada's Civilian Reserve, a roster of over 10,000 Canadians. CANADEM assists international organizations to recruit skilled Canadians committed to international service. This assists individual Canadians: To break into international service To advance their international careers.

  7. Canada’s Civilian Reserve ….then expands to include Internationals. CANADEM, in addition to 10,000 Canadians, rosters almost 5,000 Internationals. Concurrently, we encourage other countries to create their own rosters as national merit-based rosters are best placed to screen their own experts.

  8. Canada’s Civilian Reserve Our roster is strengthened by professional development and training programs... CANADEM`s strength builds on individuals enhancing their professional expertise and capacity: Individuals have primary responsibility for their professional development Yet it is in Canada’s national interest to assist those who are so motivated. CANADEM provides generic training, mission-specific training, and facilitates individuals taking non-CANADEM training with the UN and others.

  9. Canada’s Civilian Reserve …and reinforced by bringing along the next generation. CANADEM believes in the importance of mentoring and facilitating young Canadians. Through our international internships we work to strengthen the ranks of succeeding generations of Canadians committed to international service.

  10. Canada’s Civilian Reserve Canadian Government, UN or other donor funding enables CANADEM to deploy individuals to staff UN or other missions.... CANADEM contracts and deploys individuals to join existing missions such as: UN missions Humanitarian Assistance missions OSCE, EU, and OAS missions NGO operations Ad-hoc coalition missions.

  11. Canada’s Civilian Reserve …and we also carry out international programs including CANADEM field missions. CANADEM’s operational scope includes complex program management and missions such as: Afghanistan CGSO: Canadian Governance Support Office (CGSO) in Afghanistan 2008-2012 (≈70 personnel) Ukraine Election 2010 Mission Canada (≈350 personnel). CANADEM missions are funded by the Canadian Government (CIDA, DFAIT).

CANADEM Strategic Direction Canada’s Civilian Reserve Strengthen Canada’s pre-eminent open roster of Canadian and international experts across the broad scope of international peace and security, with Canadian and international partners actively supporting and using the roster as a common resource: • Roster the majority of Canadians working in the International Community, and also recruit Canadians with relevant expertise wishing to branch into international work. • Draw from Canada’s diversity to grow CANADEM’s international reputation as a roster of multi-ethnic, multi-lingual, and multi-talented Canadians. • Developing further innovative and cost-effective ways to roster and deploy in order to better respond to international demand and promote Canadian expertise. • Strengthen our reputation with international agencies as a model national roster for those member states looking to channel their national experts into multilateral organizations. Remain one of Canada’s key civilian deployment agencies, and enhance CANADEM mission management capacities so as to respond rapidly to Canadian Government operational priorities: • Deploy large numbers on short notice • Stand-up and run field missions • Operate in difficult environments such as immediate post-conflict Continue working with others to be a common deployment resource for others carrying out their own deployments/missions, such as individual Canadians, governments, NGOs, international agencies.
