EU GPP Criteria Road design, construction and maintenance (2016) Examples: • Selection criteria (SC) – main contractor shall have relevant competencies and experience • Technical specifications (TS) – maximum temperature for laying bituminous mixtures shall not exceed 140 degrees Celsius • Award criteria (AC) – points awarded in proportion to the reduction of CO2 emissions per tonne of aggregates • Contract performance clauses(CPC) – contractor will implement a system to monitor and report on actions involving excavated materials and soil during work on-site.   11. Verification What to ask for? When? Compliance with GPP criteria needs to assessed both at the time of selection of best offer and during the contract execution phase. Verification Examples from the criteria C3: Incorporation of recycled content When materials are delivered to the work site, recycled content claims with clear traceability shall be verified for each batch of product Verification: The main construction contractor or the DB contractor or the DBO contractor shall verify claims by providing: • An independent third party certification of the traceability and mass balance for the product and/or recyclate • Or equivalent documentation provided by producer(s) Module 7.7 – Road Design, Construction and Maintenance

Verification Examples from the criteria C4: Monitoring of the low temperature asphalt The laying temperature of the low temp. asphalt shall be verified for each batch of product at the worksite. Verification: The main construction contractor or the DB contractor or the DBO contractor shall verify claims by providing: • An independent laboratory certification of the maximum laying temperature of the asphalt • Or equivalent documentation provided by asphalt producer(s) Module 7.7 – Road Design, Construction and Maintenance
