  2. Facility Protection Program • PREPARATION • Select facility based on priority and concerns of campus officials • Review and become familiar with Guidebook • Review building diagrams / floor plans • Includes utilities, access points, critical infrastructure - single points of failure

  3. Facility Protection Program • PREPARATION • Work with department heads to get contact information for building occupants • Building Manager or equivalent • Department Heads (as needed) • Key Custodians • Maintenance / Janitorial Staff

  4. Facility Protection Program • PREPARATION • Arrange meeting with building occupants • Provide preliminary details of what you will be doing • Identify yourself and agency • Advise that you will be conducting assessment, not a formal inspection

  5. Facility Protection Program • COORDINATION • At the meeting with building occupants: • Show credentials • Provide assessment overview • Give them your contact information • Reinforce that you will be conducting an assessment, not an inspection

  6. Facility Protection Program • COORDINATION • Advise audience of the following: • “Your there to help” • Assessment should only take a week or two • You’ll be conducting interviews with staff to compile data • Pictures and video will be taken

Facility Protection Program • COORDINATION • Advise audience of the following: • Will identify yourself to occupants when questioned (this is part of the assessment; gauging awareness) • Won’t put names in the final report unless it is a positive observation • Room numbers will be used in the report

  8. Facility Protection Program • COORDINATION • Ask building contacts to keep assessment secret • You want to observe the facility under normal conditions • Don’t want occupants to act differently or do things they wouldn’t normally do • Don’t compromise assessment objectives

  9. Facility Protection Program • COORDINATION • Arrange assessment dates/times: • Work out a schedule for the assessment • Coordinate access into the facility • Observe facility during the day & night

  10. Facility Protection Program • COORDINATION • Get important information for your safety • Locations of dangerous chemicals/materials • Bio-safety Level Laboratories • Requirements for protective gear and escorts

  12. Facility Protection Program • THREAT ASSESSMENT (TA) • TA is the “building block” for your assessment • Look at facility in respect to identified and/or potential threats • Focus attention on areas that are vulnerable based on credible threat information

Facility Protection Program • THREAT ASSESSMENT (TA) • A good TA is essential; do the following: • Meet with campus security, as well as federal, state and local law enforcement • Campus Police, FBI, Local Police, Sheriff’s Office, State Police – anyone who can provide information for the campus/ surrounding area

  14. Facility Protection Program • THREAT ASSESSMENT (TA) • You can use the TA section of the guidebook to ask pertinent questions such as: • Is there a current TA for the campus? • Is the campus located near a high-crime area?

  15. Facility Protection Program • THREAT ASSESSMENT (TA) • Determine the “outsider” threat • Are there extremist groups located in the area? • Can include animal rights extremists, domestic terrorists, foreign terrorism groups, etc. • If so, what are their intentions and capabilities?

  16. Facility Protection Program • THREAT ASSESSMENT (TA) • Determine the “outsider” threat • Is there gang activity nearby? • If so, have they targeted the campus? • How often has vandalism occurred at the facility or on campus?

  17. Facility Protection Program • THREAT ASSESSMENT (TA) • Determine the “insider” threat • Have any problems occurred with faculty/staff that may pose a threat? • Has there been co-worker disputes? • Staff/faculty with questionable associations?

  18. Facility Protection Program • THREAT ASSESSMENT (TA) • Review recent incidents/trends • Ask for Suspicious Activity Reports (SARs) directly related to the facility/campus • Has there been “unusual” activities lately? • Have there been recent thefts, unauthorized entry, etc.

  19. Facility Protection Program • THREAT ASSESSMENT (TA) • Review facility data that may increase the threat • What type of HAZMAT materials are located in the facility? • Review the inventory • What affect would an intentional/accidental release of HAZMAT have?

  20. Facility Protection Program • THREAT ASSESSMENT (TA) • Remember, compiling this information is critical • Allows you to conduct an assessment in relation to current threats • Allows you to retain an informal threat assessment on file to use for additional assessments
