Description of Function • The main goal is to fight global warming by controlling CO2 levels • The Kyoto Protocol is aimed to decrease the CO2 emissions by 5.2% from the 1990 levels by 2012 • This act allows for emissions trading, clean development mechanism • The country nominates a person to create and manage its green house gas inventory • The act not only controls CO2 but also methane, nitrous oxide, and CFC’s, HFCs, PFCs, and SF6

  3. Group Responsible/ Enforcement • United Nations is responsible for enforcing the act • The United Nations can’t really enforce the act against the more powerful nations that are the highest polluters • Its more of a goal and not a regulation
