Kyrgyzstan potential Kyrgyzstan potential is assessed as 11.7 – 16.1 billion kW-hper year with regard to renewable energy sources, which is equal to 1433.08 – 1979.01 thousand eft and СО2emission reduction to 3973.2 – 5486.8 Hh, on conversion to coal equivalent. More than 90% of potential falls on the hydropower engineering

Law “On energy efficiency of buildings” Kyrgyz Republic Jogorku Kenesh approved the Law “On energy efficiency of buildings” on June 30, 2011.  It is a major step of the Kyrgyz Republic towards governmental regulation of matters of energy resources efficient consumption in the buildings sector, which is one of the chief energy consumers in the country (more than 40%). It is the first Law on energy efficiency of buildings enacted in post Soviet space. Law “On energy efficiency of buildings” is developed under the principles of the European Directive on Energy Efficiency of Buildings by the crew of experts under coordination of the “UNISON” PF and in cooperation with the State Agency for Architecture and Construction of KR (Gosstroi) The new legislation follows good practices of European Union (EU), by adopting European Directive’s provisions on energy characteristics of a building. The new legislation adopts the Directive at the level that it is implemented in EU countries. 1) Introduction of minimum energy requirements for buildings 2) Single methodology for assessment of buildings’ energy efficiency 3) Mandatory energy certification4) Periodic inspection of heating, hot water supply and air conditioning systems

FUEL ENERGY SECTOR TRANSPARENCY INITIATIVE OF KYRGYZSTAN - FESTI • In July 2010, the President of the Kyrgyz Republic signed the Decree “On fuel and energy sector transparency initiative in Kyrgyz Republic" (FESTI) in order to introduce basic good governance elements such as public participation, transparency and accountability

RECOMMENDATIONS(1) • Implementation of RES and energy-saving technologies at the socially significant facilities to draw attention of mass media and public at large • Promotion of RESand energy efficiency at the level of politicians • Work with RES suppliers and manufacturers to broaden the energy-saving technologies spectra • Develop the potential of RES and energy-saving technologies exhibitions • Organization of practical seminars for implementation of RES and energy-saving technologies for specialists

RECOMMENDATIONS (2) • detail necessary volume of budget and off-budget expenditures for proposed measures on energy-saving and energy efficiency enhancement . • plan the volumes and methods of providing budget grants to legal entitiescarrying out activities in the field of energy saving and energy efficiency enhancement • consider possibilities of introducing privileged import customs duties to encourage consumers using of energy-efficient equipment and energy resources accounting instruments • determine amounts of financing from state budget of scientific research results in the field of energy-saving; • provide for resource supporting of pilot projects in the field of ES

RECOMMENDATIONS (3) • Develop mechanisms and criteria of energy inspection of enterprises and energy audit • Provide for grants and support for individual energy consumers implementing measures on energy saving and energy efficiency enhancement. • Plan rendering of targeted support to certain groups of population (according to results of social and gender assessment) to purchase devices, which ensure reduction of engineering processes energy intensity when used as well as instruments to meter directly natural gas consumption, power and heat energy in the manner established by the budget and other legislation. • Implement mechanisms for exercising of European Directives for energy efficiency of buildings • Regional pilot NAMA forsupplying of energy to village thanks to solar collectors etc. It is important to ensure transparent process and public participation, draw attention to easily accessible investments into effective RES using technologies in village households
