  6. Initial Comments for the Alpha Test Site of Beta.SAM • There are some screen latency issues being experienced. If you click on a link or a drop-down, it may take a few moments to go. If it takes more than 30 seconds to move to the next step / screen, report it to newsamtesting@gsa.gov. Include screenshots if you can re-create it, along with identification of your browser and what network (e.g., .mil, .com) that you’re using. • If you put in a contracting office DoDAAC (that you know is active in FPDS currently) in an office field and it doesn’t come up, please report that to newsamtesting@gsa.gov. • The Alpha site is currently experiencing some issues where you’ve selected an organization, but then you see it repeated in the drop-down. This has been reported. Just select the first one in the list and proceed.

  7. Role and Permissions Matrix for Contract Opportunities This chart provides a quick reference of roles and default permissions in Contract Opportunities. Users must have a role in the domain to do more than search *Engineer – select the contract specialist role and deselect permission to the lowest level needed. For example, an engineer may only require access to view and upload attachments. Note – only a user with the Contracting Officer or Administrator roles can “Post” or “Delete” an opportunity notice

  10. If the user has Contract Opportunity roles, they will see this tile. • From here they can: • - Go to their Contract Opportunities Workspace • Go directly to the list of active or draft opportunities they’ve created • Create a New Opportunity

  11. When creating a new opportunity, the user will be walked through the sections they need to complete. The legend in the top left corner will indicate their progress.

  12. First – select the type of notice Each type requires different data elements be provided

If you want to tie a notice to a previous one (for example, tying a solicitation notice to a sources sought or presolicitation notice), enter the previous notice’s ID Beta.SAM will search the database for matching notices as you type Note that the required sections for the chosen type of notice now appear bolded in the legend – greyed out sections are not required

  14. Fill in the Title and Notice ID (for solicitations, use the solicitation PIID without hyphens). You need a unique ID for each notice. You can use the simple Search or Advanced capability to find the office. Using simple Search, start typing the DoDAAC and it will present the candidate list of results. Click on it and then ‘Done’

  15. To use the Advanced search, choose the Department of Defense and then the Subtier (e.g., Service/Agency) Start typing in the field and Beta.SAM will provide the candidate list. Note – a drop-down is also provided but currently only shows the top 10 alphabetical results.

  16. Next type in the office DoDAAC and Beta.SAM will present the candidate list of results. Click on it and then ‘Done’

  17. Notice that the legend now shows the Header Information is complete. At this point a draft record has been created. You can come back later to complete it. Now click on ‘Edit Section’ to complete the required field for each remaining section.

  18. Required data sections are noted in the upper right-hand corner Complete each of the required data elements in the General Information section and click ‘Next’ to be validate the section is completed in order to move on to the next section.

  19. The legend will change to show the section is complete and a temporary message will pop up to indicate the info has been saved. Click ‘Done’ to move on to the next section.

  20. The user is taken back to full notice screen so the other sections can be completed. Or, the user can leave and come back later to complete the notice.

  21. When all sections are complete, the legend will indicate it and the ‘Publish Tab’ will become enabled (if the user has Publish permissions)

  22. The user can click on the ‘Public’ tab to see what the notice will look like to a potential offeror. Review to make sure any sensitive data is not included. When ready, click on ‘Publish’ tab to publish the notice

  23. Click ‘OK’ on the warning to publish the notice

  24. User is taken to their Contract Opportunities Workspace where the status is now marked as ‘Published’

  25. Note - if a user leaves a draft notice and comes back later, they can always go to their Contract Opportunities workspace to find their notice. Use the filters on the left side of the screen as necessary to narrow the choices. Just click on the title to enter the notice
