  1. 2011 AETC Symposium Distance Learning by Satellite: Today & Tomorrow Philip J.-L. Westfall, Ph.D. HQ AU OL-A philip.westfall@atn.wpafb.af.mil 20 – 21 January 2011 Henry B. Gonzalez Convention Center San Antonio, TX

  2. Overview • A few introductory Qs & As • What’s so great about satellite? • What are ATN, DETN, & GETN? • What’s the ATN Advantage? • Where are we going? • How can we serve you? The commercial products, goods, or services referenced herein do not constitute endorsement by the U.S. Air Force, the Department of Defense, or the U.S. Government. The views expressed are those of the presenter and do not reflect the official policy or position of the U.S. Air Force, Department of Defense, or the U.S. Government.

  3. By way of introduction . . . What about you? Have you ever taken a course using . . . the Web? CBI? VTC or ITV? Correspondence? Are you a distance learning instructor? What media have you used?

  4. Different types of aircraft . . . Keep in mind . . . for different types of missions

  5. Different types of media . . . Keep in mind . . . for different types of learning objectives

  6. As an instructor . . . If you had your choice . . . One-on-one mentoring

  7. As an instructor . . . The next best thing . . . Classroom environment

  8. Overview • A few introductory Qs & As • What’s so great about satellite? • What are ATN, DETN, & GETN? • What is the ATN Advantage? • Where are we going? • How can we serve you?

  9. As an instructor . . . When required to use distance learning, satellite can preserve that classroom environment at little or no cost!

  10. Still a classroom environment . . . Interactive Television (ITV) • one-way video & two-way audio • via satellite ITV emulates the classroom at a distance

  11. A Variety of Instructional Methods • You can still do: • High-end graphics & motion video • Live, interactive learning exercises • Teaching interviews • Panel discussions • Guest speakers • Student interaction with the experts • Student-to-student interaction • And like the in-residence classroom, ITV integrates well with print & online media

  12. The Big Secret in DL Today, I’m letting you in on a Government-wide secret: Satellite is a cheap, fast, and effective way to meet distance learning requirements!

  13. So why the secret? • Satellite not frequently considered for distance learning because it’s often considered exotic and expensive • Little awareness of the benefits of satellite technology • Panacea syndrome—Web is the answer for all distance learning • Government schools model themselves after academic institutions that own no global network • Little awareness of its extensive use in corporate America and in Federal Government • . . . so who IS using satellite?

  14. Corporate Satellite Networks A.G. Edwards Anheuser-Busch Bank of America Boeing Caterpillar Channel One Cisco Dillards Edward Jones Federal Express Ford General Electric Georgia Pacific Harley-Davidson Hewlett-Packard Home Depot HUD Intel JCPenny Kroger Lowe’s Macy’s McDonald’s Merrill Lynch Microsoft Orkin Pfizer Safeway Square D Staples State Farm SYDA Unisys USPS Wachovia Bank Wal-Mart The larger the enterprise, the more efficient satellite becomes

  15. Government Satellite Networks USAF ANG AFRC US ARMY DEOMI DLA ARNG USN FAA DOE DOJ NIPTC (DOI) F&WS (DOI) NPS (DOI) US Courts (FJ) FJC (FJ) USSC (FJ) IRS SSA NASA VHA BLM (DOI) CDC (HHS) CMS (HHS) USPS USSS (DHS)

  16. What’s so great about satellite? • Academic Effectiveness – Supports diversity of teaching strategies & proven methodologies to enhance learning effectivenessfor all levels of learning - Preserves & enhances the live classroom environment - More effective environment than office area for long courses - Low attrition, pacing assures timely completion • Cost effectiveness – For established networks, costs are a mere fraction of travel & per diem costs, no up-front development costs—ROI is immediate! • Advanced technology – Synchronous & asynchronous medium for distribution of high-quality interactive video, CBI, and print—bypasses Internet bottlenecks and network firewalls—reduces latency and security issues

  17. What’s so great about satellite? • Global reach – Instant communications to virtually unlimited number of locations world-wide • Rapid content dissemination – Content kept current through frequent or “on-the-fly” no-cost updating—no waiting for outsourced updating • Rapid deployment – Additional sites through rapid and inexpensive downlink deployment • Visionary approach – satellite applications consistent with industry best practices, including blended media (or precision learning) approaches: innovative enterprise-wide combination of traditional & new technologies (thinking outside of the Web—don’t put all your eggs in one basket!) When you want it NOW!

  18. Overview • A few introductory Qs & As • What’s so great about satellite? • What are ATN, DETN, & GETN? • What is the ATN Advantage? • Where are we going? • How can we serve you?
