PURPOSE OF THE NDMC The purpose of the NDMC is to • Promote the implementation of the Disaster Management Act (Act 57 of 2002) • through the establishment of an integrated and co-ordinated system of disaster management, • with special emphasis on risk reduction, which includes • disaster prevention, • preparedness and • mitigation by • national, provincial and municipal organs of state, • statutory functionaries, • national government line departments, • and other role-players involved in disaster management, • as well as communities.

STRATEGIC OBJECTIVES • dplg Strategic Objective 3: To build and strengthen the capability and accountability of Provinces and Municipalities to implement their constitutional mandate. • Strategy 3.8: Support implementation capacity for Disaster Management in Provincial and Local Government • Through this strategic objective, we aim to contribute to the overall resilience of communities and infrastructure to disaster risk, to strengthen the capacity of provinces and municipalities in pre-empting and responding to disasters, as well as ensuring cross-functional disaster management in all spheres of Government.

  5. dplg 6 November 2007 5 STRATEGIC IMPERATIVES • This will be achieved through the following strategies: • Support the identification and assessment of disaster risks, hazards and community capacities at all levels; • Co-ordinate and provide guidance for disaster-prone areas before, during and after disaster incidents; • Operationalisation of people-centric early warning systems and community awareness activities; • Manage and update a comprehensive stakeholder database; • Co-ordinate the development of comprehensive disaster management training and capacity building strategies; • Promote disaster management capacity building, training and education; • Promote the recruitment, training and participation of volunteers in disaster management; • Co-ordinate disaster management research; • Design systems and processes for efficient and effective disaster information and communication management - GIS Mapping, Satellite Applications etc; • Manage the development and implementation of national disaster management policies, legislation and guidelines; • Develop and implement a monitoring and evaluation system to measure the overall impact of the implementation of disaster management; • Management of the Fire Services; • Management of Disaster Risk Reduction and Relief plans across the 3 spheres of government.

GOVERNANCE STRUCTURES *** Dependent on Category of Disaster • Established by the President • Meets on an Ad-hoc Basis • Must ensure co-operative governance on issues relating to disaster management • Must report to Cabinet on the co-ordination of disaster management among the spheres of government • Must advise and make recommendations to Cabinet

  7. dplg 6 November 2007 7 GOVERNANCE STRUCTURES *** Supported by Technical Task Teams • Established by the Minister, meets quarterly • Is a body in which national, provincial and local government and other disaster management role-players consult one another and co-ordinate their actions on matters relating to disaster management • Must make recommendations concerning the NDMF framework to the ICDM and, • May advise any organ of state, statutory functionary NGO or community or the private sector on any matter relating to disaster management

  9. Head of the Centre Appointed Eastern Cape Pilot Project i.r.o the Disaster Management Information and Communication System finalised and implemented. Stakeholder fora operationalised PDMC operationalised. IDMC operationalised and NDMAF established. Fire Brigade Board. Effective Management of the Drought Relief Programme (with DWAF). Successful implementation of the Working on Fire programme (with DWAF). Training and education standards for a professional disaster management career path developed in co-operation with SAQA. Unit Standards for NQF Level 7 have been developed. Honours Programme for Disaster Management implemented at the University of the Free State (in collaboration with DST, DWAF and the CSIR). Phase 1 of the integrated Disaster Management Information System has been implemented (Live Fire Early Warning system in place). Implementation of the Project Portfolio Office to monitor and track the implementation of the DM Act. Successful International Strategy for Disaster Risk Reduction Week held. dplg 6 November 2007 9 5. ACHIEVEMENTS AGAINST 2006/07 OUTPUTS

  10. k. Disaster Situation Reporting System (SRS) implemented. l. Contract entered into with the Satellite Application Centre to provide pre-, during and post disaster satellite imagery for the purpose of Enhancing Early warning capability Expediting Disaster Damage Assessments Verification of the Reconstruction and Rehabilitation Program. m. Functional Provincial Disaster Management Centres have been established in all but one province with good progress being made at the District and Metropolitan Municipal level n. Disaster Intervention and Support Intervention in Taung (Flooding April 2006) Coordination and Planning Secured Funding from National Treasury (+- R100m secured for Province, District and Local Municipality). Intervention in WC/EC (Flooding August 2006) Coordination and Planning Secured Funding from National Treasury (+-R650m secured for National, Provincial and Local Government). Intervention in NC (Flooding 2006) Cabinet Process Funding secured from National Treasury (+-R25m secured for Local Municipalities affected). Coordinated response to Northern Cape veld fires (Dec 2006). Coordinated response to Mozambique flooding / tropical cyclone (Feb/March 2007). Coordinated response to Burundi subsequent to floods and food insecurity issues.   12. 7. 2007/08 STRATEGIC PRIORITIES dplg 6 November 2007 12 • 2010 Preparations a) Guideline for Contingency Planning Developed for Host Cities b) Assistance provided for development of Contingency plans c) Active participation in Host Cities Security Forum, Chemical and Biological Task Team, Stadium Design Task Team • Fire Brigade Services a) Review of the Fire Brigade Services Legislation. b) Norms and Standards for the Fire Services published. c) National Tender for the Procurement of Fire Vehicles and Equipment published by National Treasury. d) Appointment of Deputy-Director: Fire Services • Disaster Management Information System (Phase 2) a) Continued Development of Early Warning Systems (Flash-floods and Floods). b) Mainstreaming GIS and Satellite capability. c) Vulnerability Atlas developed for South Africa.

  13. 2007/08 STRATEGIC PRIORITIES dplg 6 November 2007 13 4. SAQA Process a) SAQA unit standards for levels (3-6) completed. b) ETQA for disaster management appointed. 5. Publishing of Guidelines and assessment of DM Plans a) Priority Guidelines workshopped, edited and published. b) Assessment of development of disaster management strategies, plans, frameworks and establishment of centres in all three spheres of government. 6. Continued support to Drought and Flood affected Provinces and Local Municipalities. a) Deployment of Engineers (through MOU for Disaster Management) to assist with Supply Chain Management, Engineering Capacity and verification of projects.

Stakeholder Relations a) MOU with United Nations University entered into to assist with Methodology for Disaster Risk Assessments. b) MOU’s with Rail Safety Regulator, Council for Geoscience, South African Weather Service etc. finalised. 8. Regional and International Disaster Management Participation a) SADC Disaster Management Forum participation prioritised. b) United Nations Disaster Assessment and Co-ordination activities prioritised. c) ISDR Activities prioritised. • Re-establish Emergency Operations Committee. • Annual Report as per section 24 of the NDM Act submitted to Minister / Parliament.
