  1. Grant Project Cost-Sharing Definitions and Guidelines AACPS Development Office, February 2005

What is Cost Sharing?(a.k.a. in-kind match or non-federal match) • Contribution that AACPS makes to the grant project • The amount of money or services that AACPS is spending on the project • Cost share: • Is included in the proposal budget • Must be documented by the project manager at the amount that is given in the budget • Must be equal to or greater than the amount in the grant proposal

  3. What Costs Are Allowable? • Donated/volunteer services: valued at rates consistent with those ordinarily paid for similar work in the organization or the same labor marked • Services of employees from other organizations: donated at the regular rate of pay, IF the service is in their field of expertise.

  4. More Allowable Costs • Donated supplies and loaned equipment • Market value of supplies at time of donation • Fair rental rate for use of equipment or space

  5. Even More Allowable Costs • Third party contributions • Allowed if the costs are allowable under the terms of the grant • Indirect costs [a.k.a administrative cost], if the grantee or subgrantee has established a rate for allocating the costs to the project • Contributions, if they result in: • An increase in services or property • A cost savings to the grantee or subgrantee

  6. Exceptions and Qualifications • Must be allowable under OMB A-87. (Cost Principles for State, Local and Indian Tribal Governments) (http://www.whitehouse.gov/omb/circulars/) • May not use other federal grant money as a match • May not use the same funds in multiple grants • Program income must receive authorization to be used as a match • Must be incurred during the grant period

  7. Standards • Be verifiable from grantee/subgrantee records. • Include costs calculations, using costs that are normal within the organization • Be consistent in estimating, accumulating and reporting • Be documented

  8. Examples • Tutoring time • Teacher professional development time • Cost of room use • Donated supplies • Personnel time that is not paid by grant funds • Guest speakers
