3. Our strategy Marrakech Action Plan for Statistics (MAPS) • A global action plan agreed by participants of the Second Roundtable on Measuring for Development Results in Marrakech, Morocco in February 2004.

4. MAPS: six actions The first set of actions addresses national needs: • Mainstream strategic planning of statistical systems and prepare national statistical development strategies (NSDS) for all low-income countries by 2006 • Begin preparations for the 2010 census round • Increase financing for statistical capacity The second set addresses international responsibilities: • Set up an International Household Survey Network • Undertake urgent improvements needed for monitoring the Millennium Development Goals • Increase accountability of the international statistical system

5. MAPS: partnership • Implementation relies on partnership activities by national and international agencies. • A small MAPS unit was created in the Development Data Group to monitor and coordinate activities. • An Advisory Board has been set up to guide MAPS strategy and promote coordination. • Meet at least once a year and has at most 18 members. • Produce an annual report to UN Statistical Commission, the Development Assistance Committee of OECD,  and the World Bank's Executive Board. • Support, rather than supplant, existing governance arrangements.

6. What the World Bank provides • Trust Fund for Statistical Capacity Building (TFSCB) grant program • STATCAP lending program • Development Grant Facility • General lending/grant projects with statistical component • Advisory services (GDDS, PRSPs, NSDS, projects, etc.)

7. TFSCB grant • Two types of project supported: • Preparation of NSDS (in line with MAPS) • Non-NSDS statistical development activities (may target implementation of critical components of NSDS) • 22 low income countries developed NSDS since 2002. Eleven of these were supported by TFSCB.

8. STATCAP lending • Support implementation of NSDS • Project document is normally based on NSDS or its components → implementation plan as part of NSDS • Designed to make large-scale, long-term investments in statistical capacity easier • Burkina Faso, Kenya, Nigeria, and Tajikistan have sought to implement their NSDSs through STATCAP

9. Development Grant Facility • About $7.5m/year to support MAPS • Mainstream strategic planning for statistical development: grant to PARIS21 to develop and disseminate good practice material and technical advice. • Prepare for the 2010 census round: grant to UNSD to provide technical advice, advocacy and support. • International Household Survey Network: grant to Paris21 to implement an agreed set of tasks. • Improve MDG monitoring: grant to UNHabitat to work on urban indicators; grant to UNESCO Institute for Statistics (UIS) work on education indicators; grant to PARIS21 to support new "accelerated data program" in pilot countries. • $1.6m to support UIS’ special program on education statistics
