NC Detention Center Facts • There are 9 Detention Centers statewide. • Detention Centers are a part of the Division of Juvenile Justice within the Department of Public Safety. • Detention Centers are a secure, temporary facility where juveniles stay while waiting to go to court, placement or back home. • As of July 1, 1983, all juveniles had to be housed in juvenile detention centers as a federal legislative mandate that juvenile and adult offenders be separated.

  6. NC Detention Center Facts • In North Carolina juveniles are divided into two classes: • Undisciplined Juveniles • Delinquent Juveniles • Juvenile cases are considered adjudications, not convictions • Juvenile charged as adult at age 16 without prior adjudication

  7. Cumberland Detention Center Facts • CRJDC is an 18 bed facility • Average stay is 8 days • Catchment Areas: • Cumberland County • Harnett County • Robeson County

  8. Cumberland Detention Center Facts • CRJDC Positions include: • Center Director • Administrative Services Assistant • Youth Center Supervisors • Youth Services Counselor Technicians • Human Services Coordinator • Nurse • Teacher • Food Service Supervisor & FS Worker

CRJDC Services • Provide secure custody for juveniles who are ordered by the court to be detained. • Pending an adjudication hearing: • Felony offense is alleged • Offense that includes assault is alleged • Runaways from home (up to 24 hours to facilitate return to the parents) • Status offenses * • Failure to appear • Protective Custody

  10. CRJDC Services • After adjudication • Pending disposition • Pending placement as a part of a disposition • As a dispositional option (confinement as a sanction) • After transfer to superior court, awaiting trial • Absconders from other states through Interstate Compact

  11. CRJDC Services • Juveniles in secure custody must have hearings to determine the need for continued custody. • Five days after the initial admission • Intervals of 10 days during on-going detention

  12. CRJDC Services • Education (traditional & religious) • Mental health screenings • Physical health screening • Recreation • Staff – lead educational groups • Substance abuse services

  13. CRJDC Admissions Process • Juvenile admissions can occur 24-hours a day, 7 days a week and 365 days a year. • Order for Secure Custody/Detention & Juvenile Petition initiates intake process by the YSCT: • Strip search for contraband/injury/abuse • Inventory of personal items

  14. CRJDC Admissions Process • Shower w/ lice-prevention shampoo • Intake process includes four screenings: • Admission & Release Body Check • Suicide Screening Tool • Mental Health Screening • Medical Screening Interview
