Stuart Amendment #1 Strike “a fair” and replace with “an equal” in the first “therefore” clause. Purpose: This amendment will ensure that the intent of the Board, that per-pupil allocation of mill levy override funds be equal for all schools in the District, is honored.
Stuart Amendment #2 Strike “in a common manner of distribution” from the first “therefore” clause. Strike “That, the timing and amount of funds distributed is to match the district's plan for distribution to its schools. This distribution will be determined through an annual percent of allocation for years 2008-2009, 2009-2010 and 2010-2011; and That, for the funding of school year 2011-2012, it is the intent of this Board that a full 100% of the per student share will be distributed to the Charter schools; and” Replace with “That, the funds will be distributed as soon as practicable upon receipt of the revenue generated from a successful mil levy override election in November 2008.” Purpose: This amendment will release funds generated by a successful mill levy override election to Charter schools as soon as revenues are collected.
Stuart Amendment #3 Strike “That, each year the then current Board of Education retains the right to re-calibrate mill levy override funding at its discretion each year based upon the financial interest and status of the District and State funding model.” Purpose: This amendment will delete language that could allow future boards to interpret this resolution as having a sunset provision. Deleting this language will not prohibit future boards from changing the allocation of funds to Charter schools based upon the financial status of the District.
Stuart Amendment #4 Add “That, it is the intention and policy of the Board of Education that the share of mil levy override funds distributed to the District’s Charter schools continue to be distributed in the same manner each year and for as long as revenue is generated by the mil levy override.” Purpose: Unlike #3, which takes a neutral position on the re-calibration of mill levy override funding to Charter schools in future years, this amendment states that the Board’s intent is for these funds to continue past 2012. However, this amendment still does not prohibit future boards from changing the funding formula for Charter schools.
