Grant Coordinators Should Ask Themselves • Do supervisors sign off on completed work? • Do officers check in and out of shifts with a supervisor or dispatch? • Do supervisors conduct reviews and spot checks of officer records? • Are records retained for review? • Keep all records for 5 years • Are schedules prepared in advance?

  25. Rural Demonstration Project (RDP) • Seat belt enforcement project designed to increase seat belt usage in rural areas • Eligible counties: • Rural or Mixed/Rural • Worst unrestrained fatalities/injuries per 10k population • Occurs July after CIOT and before DSOGPO

  26. Officer Safety 2016 • Of 29 fatality crashes, 52% officers NOT wearing seat belt • 54: Traffic-related • 29: crashes (12 single crashes) • 15 struck outside vehicle • 10 motorcycle

Child Passenger Safety • Child Passenger Safety Week (Sept 17-23) • National Seat Check Saturday: September 23, 2017 • Media and outreach events will be held throughout the state • Child Passenger Safety Technician Training • Class lasts for 4 days • Funding is always available for Law Enforcement Officers • Course is done through ASP (1-800-KID-N-CAR) • Child Restraint Distribution Grant (CRDG) • Funding available for all current child passenger safety inspection stations • Funding also available throughout the year for any agencies wishing to become an inspection station. • For information on beginning an inspection station contact Kaci Wray at 317-232-2561

Child Passenger Safety • Project L.O.V.E. • Administered by ICJI • Allows an officer to issue a voucher for child restraint education as well as a free or affordable car seat to a driver in violation of child restraint law • As of September 2014 vouchers automatically print through E-CWS when a child restraint violation is issued • Between 10/1/2016 and 3/29/2017 • 1,339 Vouchers have been issued • 13 Vouchers have been redeemed • Only 1% of vouchers redeemed – down from 3% this time last year (LETS WORK TOGETHER TO MAKE THIS BETTER)

Child Passenger Safety • Operation Kids: Next Generation • This is a Child Passenger Safety Basic Awareness Course • Class is approximately 4-6 hours in length • Class can be taught by any Child Passenger Safety Technician • Funding available to pay overtime at a flat rate of $150.00 • Class is done through ICJI (Contact Kaci Wray at 317-232-2561 or Kwray@cji.in.gov)

Young Driver • Indiana SADD • 261 Chapters in Indiana High Schools across the state • Ford Driving Skills for Life • Video contest • Rule the Road • Program offered by ICJI in partnership with Indiana SADD and Law Enforcement • Sponsored by State Farm for multiple events throughout the state • Contact Kaci Wray at Kwray@cji.in.gov or 317-232-2561 to schedule yours!

  34. Non-Motorists • Grant provided by ICJI to agencies wanting to help keep pedestrians and pedacyclists safe through education and enforcement activities • Great way to improve community relations with officers • Everyone is a non-motorist!

Distracted Driving • New Funding Stream • Funds awarded in late 2017 • 2018 Awards • Funding Announcement will open in Summer 2017 • ICJI will ask agencies to propose new/innovative ways to address the distracted driving issues in Indiana • Working with current Indiana laws. • Local Ordinances will also be considered • We look forward to reviewing your proposals!

DUI Task Force Grant (DUITF) • Application Period: • Opens June 19 & Closes July 5, 2017 • Enforcement Period: Year long (Oct 1-Sep 30) • Impaired driving patrols should be conducted between the hours of 6PM and 6AM. • Speak with your LEL if you feel you have special events or data drivenreasons for varying from this schedule. • Administrative hours • No more than 10% of grant award • $1,800,000.00 grant funding available

Summer Impaired Driving Grant (SIDEP) • Application Period: • Opens March 5 & Closes March 19, 2018 • Enforcement Period: • May 24th – September 30, 2018*** • Impaired driving enforcement focused on top 30 counties for impaired driving crashes • A driver with a .08 BAC per 1,000 crashes) • Top 5 100+ • Top 10 Medium Counties 50-99 • Top 15 Small Counties 1-49

Summer Impaired Driving Grant (SIDEP) • Other counties may be considered based on funds remaining, but priority will be given to the 30 identified counties • Roads, dates and times of impaired driving crashes will be provided for your jurisdiction if awarded a grant • $500,000.00 total grant funding available • Administrative hours • No more than 10% of grant award

  42. Motorcycles HIGH VISIBILITY ENFORCEMENT (HVE) APPROACHES FOR MOTORCYCLE EVENTS • 250,000 registered motorcycles • Highest levels since the late 1970s with a spike of 151 in 2012 • A motorcycle fatality crash records • Two of the highest common factors

Motorcycles WHERE TO CONDUCT A MOTORCYCLE HVE PROJECT • Local Law Enforcement Agencies (LEAs)-best knowledge of where and when • ARIES data- (8 yr. average) highest incidence of impaired rider fatalities: • Lake, Porter, LaPorte, St. Joseph, Elkhart, Noble, Dekalb, Allen, Whitley, Kosciusko, Southeast Marion County, Northeast Johnson and Northwest Shelby. • No area of the state is immune to this problem

Motorcycles HVE METHODS FOR DIFFERENT MOTORCYCLE ACTIVITIES • Unique at each location • The overriding principal-no specific type of vehicle targeted exclusively • Advance notice of event and police presence • Media coverage is critically important, required • Key: prevention based on expectation of being caught

  45. Motorcycles • Poker Runs • Starting point for registration • Established route • Five specific stops- draw a card • End point- prizes revealed (if any) awarded • Effective plan: presence at start and finish

  46. Motorcycles • Swap Meets • Large, open air markets for motorcycle parts and accessories, and services • Open for trade • Plan: A high visibility presence on a major roadway leading into or near swap meet location • NOT a checkpoint

  47. Motorcycles • Bike Nights • Bar or restaurant popular with riders • Early promotion of presence critical • Concern about driving off customers campaign of preventative nature • Presence on a nearby access road or parking lot

  48. Motorcycles • Rides for Charities & Fund Raising • Held by motorcycle groups and organizations to raise funds • Often well self-policed. • HVE police presence need as a deterrent to negative behavior • As with poker runs, a police presence at beginning and end

Motorcycles: ICJI Materials & Supplies • Support materials for HVE motorcycle enforcement activity • Banners and posters promoting proper gear, getting licensed, and riding sober • “Ride Sober” drink coasters • Brochures and flyers on protective gear, specifically helmets • Flip books containing extensive rider safety tips
