Under the Action Plan of the Government of the Kyrgyz Republic for 2012 • The Strategy of development of the electronic public procurement in the Kyrgyz Republic has been developed • Budget on development and introduction of the electronic procurement for 2,5 years has been formed. Complete draft of the Strategy has been prepared and submitted to the Interdepartmental Working Group for its consideration and expected to be further submitted to the Government for approval.
The Government aimed at implementation of: • A fully-functional system of electronic procurement for conducting working processes before bids, during and after the bids. For this purpose, both a Project Implementation Unit and a Group on development of the software needed for design and management of the electronic procurement introduction will be established. • A single centralized system which will be used as a general infrastructure for all procuring agencies. Possibility for suppliers registered in the electronic procurement system participate in all public procurement placed on web-site. • The Electronic system will de expanded stage by stage with maximum coverage of all procuring agencies into the procurement process within 3 years.

Process of the stage by stage system introduction By December 2012 On procurement method: Unlimited bids will be developed and introduced in 5-7 procuring agencies By mid-2013 Options by methods: quotation request and limited bids will be included Additional options before and after bids will be introduced on experimental basis in 2 procuring agencies By beginning of 2014 Functionality of all procurement methods By June 2014 All bid components will be accessible and stabilized By June 2015: deployment of the Public procurement electronic system
Main problems solved by the system: • Reduction of budget expenses related to purchase of goods, works and services for public needs; • A single order of government works forming and placing; • Reduction of expenses related to conducting of public procurement procedures; • Detailed statistics of goods, works and services being purchased (by using the General classifier of public procurement); • Creating equal conditions for competition among suppliers; • Easy access to information; • Substantial reduction of paper-based circulation of documents; • Improvement of the public procurement process transparency.
