  6. County of VenturaGuidelines for Orderly Development • Originally adopted in 1969 by the County, the cities and LAFCo. • Overarching Principle: Urban development should be located within cities whenever or wherever practical.

  7. Policies Applicable to Areas Within City Spheres of Influence • Cities are primarily responsible for local land use planning and providing municipal services. • Annexation to a city is preferable to the formation of new or expansion of existing county service areas. • Applicants for land use permits or entitlements for urban uses shall be encouraged to apply to the city and discouraged from applying to the county.

Policies Applicable to Areas Within City Spheres of Influence (cont.) • Land uses allowed by the county without annexation should be equal to or more restrictive than land uses allowed by the city. • Development standards and capital improvement requirements imposed by the county for new or expanding development should not be less than those that would be imposed by the city.

  9. Policies Applicable to Areas Outside of City Spheres of Influence • The county is primarily responsible for local land use planning, consistent with the general land use goals and objectives of the city. • Applicants for discretionary land use permits or entitlements shall be referred to the city for review and comment. County shall respond to all comments received from the city.

  10. Policies Applicable to Areas Outside of City Spheres of Influence (cont.) • ‘Urban development’ should be allowed only within Existing Communities as designated in the county general plan.

  11. Policies Applicable to Areas Outside of City Spheres of Influence (cont.) • Development shall be considered ‘urban’ if it meets any one of the following: 1. Would require the establishment of a new community sewer system or the significant expansion of an existing community sewer system; or 2. Would result in the creation of residential lots less than two (2) acres in area; or 3. Would result in the establishment of a commercial or industrial use which is neither agriculturally- related nor related to the production of mineral resources.

  12. Policies Applicable to Areas Outside of City Spheres of Influence (cont.) • Existing Communities should financially support county-administered urban services that are comparable to those services provided by cities.
