This overview provides information on the transformation of customs processes in Turkey from paper-based to paperless through e-Customs, as well as the current challenges and proposed solutions for implementing e-Trade in foreign trade transactions.

Transformation at Customs 2003-2005 Traditional Customs (Paper-based) e-Customs (Paperless) • Sending export declarations to tax offices for tax refund • Electronic access between tax offices and Customs e-Confirmation • Enrollment electronically without going to Exports’ Union • Need for going to Exports’ Union to enroll in e-Approval TODAY • Internet Banking at customs offices (19 Banks) e-Payment • Payment at customs offices • Registration electronically • without going to customs offices • Need for going to customs offices to register declarations e-Customs Management,Performance measurement,Foreign trade statistics,Analysis,Anti Smuggling Data bank GUVAS • Delay in production of statistics 71 Customs Directorates have been automated

  7. What are the disadvantages ? • Waste of time • Waste of financial resources

What is the solution ? • Public services in foreign trade should be provided electronically e-organization /e-institution e-goverment • The foreign trade transactions should be carried out electronically e-business e-trade • Transactions should be based on information instead of documents documents information

  10. Recent Studies • “e-Turkey” working groups have been established to carry out “e-Europe+action plan” studies, coordinated by Prime Ministry

  12. Project on e-Document in Foreign Trade

Objectives • To allow for carrying out foreign trade transactions, using a standardized “e-Document” among organizations involved in business process in order to create effective, efficient, fast and reliable e-Business infrastructure • To constitute a “Single Window Environment” that allows for presenting all information to a single body in order for all parties involved in foreign trade to satisfy all requirements concerning foreign trade • To make proposals to constitute substantial base for legislative arrangements and amendments in order to carry out transactions electronically

What has been done so far? • A documentation inventory has been established for foreign trade transactions • 28 documents with priority have been selected to be transferred into electronic environment for sample application • Necessary studies have been initiated for documents selected based on free trade zone transactions to be converted into XML • A public survey has been completed at Bursa Free Trade Zone (Gemlik) • A draft for work flow and project description has been prepared

Sample Application in Gemlik • It has been decided to make a sample application for e-Doc Project by other relevant organizations infrastructures of which are ready than the Undersecretariat of Customs These Organizations: • Undersecretariat of Foreign Trade(DTM) • Ministry of Industry and Trade • The Union of Chambers of Commerce (TOBB) • Turkish Exporters’ Assembly (İTKİB)

  20. Current Status at Sample Application • Web Services have been prepared for exchanging required data between Customs with e-Doc Server and e-Doc Server with relevant organizations
