The New VAC From Ideas to Practice Beth Powell, Program Coordinator North East ISD; San Antonio, TX
VAC – Why do we have it? • Is VAC moving the student toward their post-secondary goals? • Is VAC preparing students to enter the work force or post-secondary education? • Is VAC a form of dropout prevention? • Is VAC an administrative convenience?
Ground Truth • The number of students in VAC is decreasing. • Districts can not afford to designate a teacher to work with 8-20 students. • VAC teachers are being asked to do other duties such as teach or co-teach.
Its all in the Data • Participation in the VAC program. • Historically • Current • Potential • Are students in VAC passing TAKS? • Are students in VAC passing their classes? • Are students in VAC coming to school?
Connections . . . • Is the VAC employment moving the student toward their post-secondary goal? • Is the student successful in their job?
Departmental Collaboration • Remember least restrictive? • Remember all kids are general ed first? • Special Ed-based programs aren’t the only options out there. • What about Career Tech co-op programs?
Designing the Plan • Create a team • Consider the regulations • Review the current program • Explore other districts’ programs • Create a plan that will impact students • Maintain what is working . . . while moving forward
The Process • The proposal Special Ed Director CTE Director Executive Staff • Human Resources Job Description • Final Approval The Board • Implementation Campus Principals Special Ed Campus Coordinators Teachers – Special Ed and CTE • Training • Follow-up
Transition Teacher -- VAC • Co-Teach in Career Prep class(es) • Visit job sites – VAC & Career Prep • Coordinate Compliance – Ind. 13 & 14 • Coordinate WBL & CBVI sites
Lessons Learned . . . • VAC is still appropriate for some students • Students are finding success in Career Prep • Transition teachers who were VACs find value in this position • Compliance monitoring is time consuming • CBVI has become a large part of the process
The Process Continues . . . • collaboration with CTE to ensure inclusion of Special Ed students • collaboration with campus administration and transition teacher to ensure program integrity • provide professional development • monitor the program to ensure that it leads to students’ post-secondary goals
