Understanding of green/blue economy • Green/blue economy – includes: • Economic growth • Social well-being • Environmental protection • Governance • Unemployment is not an issue but the labour force is insufficient
Economic growth • Our economy is based primarily on tourism and fisheries • Initiation of an economic and modernization reform programme(Macro-Economic Reform programme) • A sustained foreign direct investment policy which continued to create private sector employment
Social well-being • Sey guarantees access of its people to education and health • has a strong programme for sanitation and decent house • access to treated water, electricity and social welfare • social capital to ensure that there are significant opportunities in the development of small cottage industries and for job reskilling
Environment • Constitution provides for environment rights and obligations • EMPS to SSDS (policy document) • EPA provides for planning and implementation measures necessary for environmental sustainability through conservation, sustainable use and management of biodiversity. These measures include: • EIAs • Monitoring • Inspections • Permits
Governance • Political commitment – “wake up and work” programme - focuses on cutting costs and removing inefficiencies • Energy Policy (2010-2030) - to achieve 100% reliance on renewable in the long-term (wind, solar, waste-to-energy and biofuels)
Challenges for promoting blue/green economy • Food security remains an issue- the country is dependent on imported food • An increased pressure to convert existing agricultural land • An increase in consumption and therefore more generation of wastes • Increase in coastal development • Industries, tourism and fisheries will augment further pressure on coastal resources
Challenges contd. • Climate change- sea level rise, extreme storm urges causing coastal erosion • Enforcement of illegal and unreported fisheries • Poor productivity in the workplace • Economic crisis in Europe have a significant impact on tourism arrival • Piracy in the region has caused significant reductions in cruise tourism and industrial fishing
Challenges contd. • Lack of modern legislation on major sectors: energy • Lack of financial incentives for investment in green power and start-up capital for new technologies • Vulnerability (SIDS)
Way forward • Increase awareness • Waste-to-energy technologies • Improve efficiency and productivity levels in the workplace • Enabling environment for green economy (policies, businesses, consumers, private sectors, investments)
