Defense Requirements "Adjusting joint force combat capabilities and capacities to provide greater emphasis on fighting irregular forces risks reducing combat capabilities and capacities with respect to regular forces, a less likely but potentially more dangerous security threat. This risk will be mitigated to the extent that combat capabilities and organizations are designed from the outset for maximum versatility and specialized capabilities essential for success against regular forces or for deterrence are preserved. It can also be mitigated by the development and application of training techniques and technologies that help leaders and their subordinates master new skills more quickly than more traditional training methods."

Summary • Two difficult requirements for healthcare and defense: • Effectiveness (improve capabilities, save lives) • Efficiency (keep costs down) • Simulation and training proven to meet these needs • New M&S technologies needed to: • Maintain US advantage/leadership • Deal with emerging rapid technological and social changes (e.g. global, ubiquitous Internet)
