  3. New Recycling Scheme October 2010 The City Council introduced a new and improved scheme to help us achieve our recycling target of 50%. • Mixed recycling in blue bin/boxes - alternate fortnightly collections • Residual waste in green bin/lilac sacks - alternate fortnightly collections • Garden waste sacks - alternate fortnightly collections. • Food waste collection – weekly • Collection day changes – due to 4-day working • Changed collection locations -placement of bins very important “Your containers should be clearly visible and accessible to our crews and presented where your property meets the publicly adopted highway/pavement or where your property meets the agreed private road” (i.e. Our operatives will not step more than one foot onto your property)

  4. Additional Containers The council currently provides households in Oxford with a 240L green bin for landfill rubbish, a 240L blue bin for recycling, 2 x garden sacks and 23L food caddy and a 7L food caddy • Additional or larger containers can be purchased/ obtained from the City Council: Please contact 01865 249811 Or Visit www.oxford.gov.uk/recycling

  5. Key points to ensure tenants are aware of : • Collection day and area- e.g. blue zone collection day Tuesday • Ensuring they are aware of how to present waste for collection: • Please ensure containers are out by 7am on the collection day. • They must be clearly visible and accessible to the crews. • Please place containers where your property meets the publicly adopted highway/pavement or where your property meets the agreed private road. • Please ensure containers are returned to your property as soon as is practically possible after collection • Containers will not be emptied if they are not put out for collection as explained above. • Please ensure your bins are presented with lids shut and NO bags of excess waste. • DO NOT use plastic bags as food waste caddy liners.

  6. “Your containers should be clearly visible and accessible to our crews and presented where your property meets the publicly adopted highway/pavement or where your property meets the agreed private road” Curtilege If not presented in the correct place, the recycling/waste will not be taken

  7. Environmental Enforcement • Uncontrolled waste: Environmental Protection Act 1990 s. 46 :  We can issue a legal notice on the tenants of a property if domestic waste is presented early, side waste is left by a wheelie bin, or the wrong items are placed in a recycling bin. If any conditions of the notice are breached, we will then issue a fixed penalty notice. • Duty to keep land clear: Prevention of Damage by Pests Act 1949 s. 4: When there is an accumulation of waste that is likely to provide harbourage and/or a food source for rats and mice we can issue a legal notice on either tenants or land owner requiring the waste to be removed. If the notice is not complied with, in the set time frame, further legal action will be taken.
