OPERATIONAL • Get this right ……. • A natural progression (P1). • An additional tool-set: safe and efficient movement of air traffic. • Application of available resources to balance workload. • And the beginning of a new ATM (P2 + P3). • ASAS. A building block towards Co-operative Air Traffic Management • A constituent part of Single European Sky to achieve the future European ATM system

COMMITMENT • EC is committed to change in ATM • ADS-B and ASAS applications are “prime enablers” for CATM • Common European Approach through Research (FP), Infrastructure (TEN-T) and Legislation (Single Sky) • Support the global standardisation process (RFG) • Eurocontrol is committed - new programme under development • “Industry” is “committed” - Road Map/Master Plan, Projects • But also… ! • ANSPs - need to be convinced • Users (airlines, military, airports) - require business data • Social partners need dialogue

  4. FOCUS • Package One Applications have been identified - no confusion! • Forums have been created! • Projects have been launched! • Programmes are being developed! Don’t waver! Packages Two and Three are “discussion” and research (innovative) and should not divert focus. • Complete, Evaluate, And Decide on basis of - Identifiable and quantifiable benefits • If you achieve this, Implementation will follow!

  5. ISSUES • Safety - Responsibilities, Risk assessment • Operational - Achievable, Usable • Benefit - Capacity, Cost • Technical - Capacity, Safety • Sustainable - Dual Link RFG - Use it to Resolve issues, Focus effort - Consolidate Internationally.

  6. IN SUMMARY • Get the Operational Aspects right! • Get all European Stakeholders on-board! • Retain Focus on Package One! Work together! • Make the RFG process Work! • Complete the process - the decisions will make themselves!
