  2. Flexible Pavement Engineering Course Did we get it wrong? or Is the industry truly committed to building capacity for future sustainability?

AsAc Operations • Non-profit organisation • Course costed at a breakeven number to cover: • Venue costs • Lecturers fees • Travel, accommodation and subsistence • Administration costs • Any surplus funds reinvested in to upgrading existing course and developing new courses in line with industry needs

CSIR Industry Survey – Dec 2004 • There is a definite need for a comprehensive course in Flexible Pavement Engineering • Newly qualified civil engineers and technicians have very limited knowledge of pavement engineering and are of limited use for the first 2 to 3 years of employment • Current courses are fragmented and sporadic on specific topics and do not present the whole picture • Course would be supported provided the course duration and cost was appropriate • CSIR commissioned to develop the course in March 2006

  7. Course project • Integration of concepts from modules • Continuous development through course • Based on 2 real roads • Rehabilitation • Upgrading • Final presentation, documentation and drawings

  8. Module 1 - Planning • Project assimilation • Information gathering • Objectives and alternatives • Value engineering • Preliminary plan • Project report

  9. Module 2 – Materials • General attitude (dip and strike) • Large scale structures (folds and faults) • Cleavage and foliation • Rock textures • Cementation (interparticle bonding)

Module 2 – MaterialsWhat does all this mean ?? • Presence of good gravels depends on: • Material type • Structure • Climate • Geomorphology • Different materials for different purposes • Unsealed roads – cohesion, appropriate strength • Sealed roads – strength, durability • Function of geology, climate and time

Current Status • Course developed for presentation in March 2007 • 11 modules over 14 months for completion in May 2008 • Run in association with CE@UP • Credits for post-graduate qualifications • Cost • R40 000 Sabita members and CSIR • R50 000 others • Course postponed due to lack of support

Reasons given for lack of support • Individuals identified to go on the course had left the organisation • Not prepared to invest in promising individuals over a 14 moth period when they are likely to leave for a higher salary before the end of the course • Don’t have anyone suitable to send • The course is too advanced for the new people we have appointed • My boss won’t approve my attendance – too expensive • Several individuals asked to be reserved a place to attend but never finally registered

Questions • Is there still a need for a course of this nature? • If yes, how should it be presented? • Current format? • Modularised without the Project Assignments? • Distant learning/web based modules? • How long should the course be? • Do we have the people to send on the course? • Should it be presented regionally? • Is the cost the main obstacle?
