  4. Cohesion Policy 2007-13 EU funding for waste management ? = €105 Billion / 30% of Cohesion Policy funding Waste management: € 6.2 billion

Investments in waste management in 2007-13 Cohesion Policy • Many MS face difficulties in making quick use of cohesion policy funds for waste: at end of 2011 only 56 % of funding allocated to projects (vs. 75% for overall cohesion policy) • Particular delays in BG, CY, CZ, IT, HU, LV, FR and GR • Governance and capacity issues a particular hurdle in a number of MS

Proposal for the 2014-2020 CP regulation Within Thematic Objective 6 on 'Environment & resource efficiency' one specific Investment Priority on: "addressing the significant needs for investment in the waste sector to meet the requirements of the environmental acquis" Both for ERDF & Cohesion Fund In more developed regions, ERDF shall not support investments in basic infrastructure providing basic services to citizens in the areas of environment, transport and ICT Ex-ante conditionnality

  9. Smart EU co-funding for sustainable waste management • Resource efficiency driver: "more withless" • Prioritize the first steps of the waste hierarchy: "Money attractsmoney" • Thinkoutside the box: avoid "lock-in" situations

  10. Court of Auditors recommends: • Linking EU financial support to the achievement of EU waste policy objectives • MS to implement economic measures to support the co-financed infrastructures • MS to set up reliable waste management databases to monitor progress
