  2. Performance Agreements • In 1999, the Kansas legislature adopted 74-3202d • Statute established performance agreements for public higher education institutions

  3. Performance Agreements Statute gave Regents authority to: • review and approve agreements • provide technical assistance to institutions to develop, implement & revise agreements • annually determine the amount of new state funds awarded (if new state funds are allocated by the Legislature)

  4. Foresight 2020 • In 2010, the Kansas Board of Regents adopted Foresight 2020 • Ten year strategic plan • Plan sets achievement goals that are measurable, reportable, and ensures the state’s higher education system meets Kansans’ expectations

  5. Foresight 2020 Goals • Align Systems and Institutions • Increase Participation • Improve Retention and Graduation Rates • Enhance Student Success • Align with Kansas Workforce Needs • Ensure State University Excellence

  6. Aligning Performance Agreements and Foresight 2020 • In February of 2012, the Regents adopted a new model that aligns performance agreements with Foresight 2020

Increase Completion/Transfer • 3. Increase Success in Initial College- level Writing Course • 4. Increase STEM Completion/Transfer

  14. Model for Universities Sector-Specific Indicators • Institutions will have two or three sector-specific indicators • Include at least one, and up to two, indicators chosen from Indicators 1, 2 or 3 • Indicator 4 is required

  15. Model for Universities Institution-Specific Indicators • Universities required to develop five indicators specific to the institution and which support Foresight 2020 • one of the five indicators must address Foresight 2020 Goal 6

  16. Getting Started • Use a team approach to draft agreement • Though one person often writes the agreement, input about the indicators should be broad-based • Create buy-in across campus • Tailor indicators to fit institutional mission and purpose

  19. Using Form • At top of the form, fill out institution name, contact person, contact name and email and date • Place cursor inside each gray box and begin typing • Indicators should be objective, quantifiable, and measurable

  20. Using Form • Indicator 1 Increasing distance education • Choose a specific distance education indicator for institution • Indicate which Foresight 2020 goal or goals this indicator supports

  21. Using Form • Fill out the three-year history section – include numerator and denominator if history is expressed as a percent • If there is not a history, put N/A

  22. Using Form • Fill out targets for 2013, 2014 and 2015 • Include numerator and denominator if targets are expressed as a percent • Targets should be expressed in a percentage or numerical form • Outcome section is for reporting on performance so will be blank

  23. Using Form • Indicators involving students may be disaggregate by sub-population • Make sure chosen population is not too small • Institutions may disaggregate other indicators as appropriate • Follow the same process for the remaining sector-specific indicators

  41. Using Narrative Template • Keep audience in mind • Regents • Trustees (technical & community colleges) • Legislators • Campus community members • Some may have limited knowledge of higher education

  42. Using Narrative Template • Be clear and concise • Limit to narrative for each indicator to one paragraph • Limit the total narrative to two pages • Explain acronyms and avoid jargon • Use 11 or 12 point font and ½ to 1 inch margins

  43. Using Narrative Template • Include the following elements in the narrative • Description of indicator, including the data collected • Rationale for selecting indicator • How indicator will be accomplished

  44. Tips on Narrative • Keep a notebook detailing how the data was collected, who collected it and what elements were included • This will ensure the same elements are included in the measurement from year to year

  46. Common Questions • Q. Why are agreements on a three-year cycle? • A. The statute specifies that agreements must be renewed at least every three years

  47. Common Questions • Q. Why are agreements on a calendar year instead of an academic year? • A. Using an academic year would cause a six month delay in an institution’s ability to access new funds

  49. Common Questions • Q. Can we pull data from KSPSD for the agreement? • A. KBOR is implementing a new Business Intelligence tool, which will be demonstrated at the June KBOR data conference. Full implementation is estimated in Spring or Summer of 2013.

  50. Common Questions – 2yr sector only • Q. How do Perkins core indicators of performance relate to performance agreements? • A. Performance on Perkins core indicators affect the awarding of Perkins funding. Institutions are not required to incorporate Perkins core indicators into their performance agreements, but may choose to do so.
