    1. NSP 2012-2016 Year 1 Implementation Planning

    2. Process update Provincial PSPs being approved through formal channels. Provinces active in finalising implementation plans. The majority of Provinces have focussed on broad multi sector consultation. All Provinces looking to have plans completed for 1st April. National Departments active in completing over-arching strategic plans and implementation plans. Provinces and National Departments hampered by resource & coordination challenges. Sectors evaluating their own responses to NSP Year 1. National consolidated year 1 implementation plan being finalised (for 24th March) Updated indicative costing for year 1 plan being finalised. National M&E framework being finalised (for 24th March) 2

NSP 2012-2016 – Year 1 Year 1 recognised as a transition year Increased multi-sector approach Strengthen Provincial and District structures Strengthen coordination of all stakeholders at all levels Set baselines and establish strong M&E Build a solid foundation of community action across all four strategic objectives of the NSP Maintain the health focus and build multi sector interventions for NSP S02 and S03 Initiate “building block” interventions for S01 and S04. Key priorities for PCAS to galvanise the focus Mainstream across all government, civil society, labour & business partners through a gender balanced & human rights based approach

    4. SO 1 Structural and Social Barriers 1.1 Mainstreaming Development & implementation of HIV Mainstreaming policies and Strategies Policy review and alignment Incorporate TB into existing policies and strategies Strengthening mainstreaming capacities & compliance

SO 1 Structural and Social Barriers 1.2 Social & behavioural drivers Develop programmes for building capacity of NGOs in addressing social and behavioural drivers Establishing linkages and synergies with existing initiatives and programmes (GBV, alcohol & substance abuse; mobility & migration) Identify relevant departments to mobilise and include in planning and implementation activities (for example: Human Settles and Agriculture) Define how to increase access to HIV, STI and TB services tor hard to reach populations (for example: Informal Settlements)

SO 1 Structural and Social Barriers 1.3 Harmful gender norms & gender based violence Coordinate all existing initiatives and confirm their targets (for example: DSD, DBE, DWCPD, DoJ, SAPS) Operationalise National Council on GBV Finalise policy on sexual harassment Advocate the involvement of the National Commission on Gender Equality 1.4 OVC Start implementation of OVC Impact mitigation Strategy implementation

SO 1 Structural and Social Barriers 1.5 Young people in school ? 1.6 Stigma & Discrimination Find a formal “home” for stigma and discrimination to drive and plan initiatives aligned to the NSP (for example: DOJ and or Civil Society) Explore ways to develop and fund initiatives to “improve the moral fibre of communities” 1.7 Strengthening community systems Pull and integrate all existing stakeholder focussed on community strengthening Establish programmes to enhance community capacity 1.8 Poverty reduction & Food Security ?

    8. SO2 Prevention SO 2 Year 1 – driven by targets set by Health; Social Development; Basic Education; Correctional Services; Department of Transport formal plans. For example: Giving a multi-sector focus on programmes and interventions with key populations Social mobilisation as processes (e.g. Community Dialogues) Building Capacity of Organisations (NGOs) working with key populations Prevention Education Condom distribution HCT School Health Teenage pregnancies MMC PMTCT Sex workers programme MSM Truck driver TB Prevention Prisoners

    9. SO3 SO 3 Year 1 – Driven by targets set by Health; Social Development; Basic Education; Correctional Services formal plans. For example: Impact Mitigation – Food Security Support to people who tested HIV positive Psychosocial support to families affected by HIV and TB OVC programmes ART TB management(Case Finding, treatment care and support)

    10. National Year 1 Implementation Plan SO4 Human Rights and Access to Justice Year 1 will require core focus on aligning planning and key stakeholders. We need to put in place “core building blocks”. End of year 1 into year 2 core initiatives to start. Establish technical working group 4.1 Human rights Build capacity to understand the requirements of the objective Confirm existence, understanding and gaps of relevant policies Develop tools to monitor and evaluate the Identify legal interventions required.

Looking at ways to expand community outreach programmes to facilitate better understanding of HIV and the law 4.2 Discrimination in the workplace Ensuring all government departments have workplace programmes in place Looking at ways to ensure the Private sector has adequate workplace procedures in place to address discrimination related issues and to determine how these are being monitored Orientation of relevant stakeholders on HIV/TB discrimination Consolidate all current policies and guidelines and determine implementation status and monitoring approaches Establishing programmes to build capacity amongst sectors on human rights. Identify key government stakeholders to drive coordination of human rights related issues. Engage these stakeholders and agree on plan of action for implementation.
