  1. The importance of revenue protection for the Posts in the Arab region Jean-Philippe Ducasse Chair, UPU CC Postal Revenue Protection WG Postal Revenue Protection Workshop Cairo, June 21, 2011 JP Ducasse Consulting ducassejp@aol.com Phone (+1) 203.550.9530

  2. Revenue Protection A cost-effective combination of products, applications and processes allowing the timely, accurate and secure collection, processing, management and accounting of postage revenue. These solutions increase the integrity, the reliability and the sustainability of the posts, and their ability to fulfill their universal service obligations.

  3. Helping Posts to collect all postage revenue There was no global “platform” for sharing best practices or initiate partnerships New technologies have increased the R.O.I. of revenue protection Recovering all postage owed to Posts becomes a top priority when volumes decline UPU Consultative Committee Postal Revenue Protection Group Many Posts have created revenue protection teams, but leakage continues

  4. Steps taken Congress Resolution C19/2008 calling on Posts to embrace "cost-effective technologies that facilitate the secure collection of revenues“ Mid-2008 End 2008 1st half 2009 2nd half 2009 • Creation of Working Group • Understanding Posts’ revenue protection priorities : survey of 120 Posts • Raising awareness around common issues and solutions : • White Paper on Revenue Protection • Support to regional strategies : • - Developing and testing a Revenue Protection Review methodology • Regional “Rev Pro” workshops (Bangkok, November 2010) • Draft QSF project model template(s) • Preparing for the Doha Congress 2010- 2011

  5. PRP WG members Great Britain IMAG Trinidad & Tobago Saudi Arabia Nigeria Benin Malaysia Caribbean Postal Union * ( 28 Posts) Costa Rica Cameroon Brazil Pan African Postal Union (43 Posts) *observer

  6. A regional priority • “The designated operators of countries in the Arab region have to face numerous internal and external security threats (mail theft, use of postal services to transport illicit drugs or dangerous goods, money laundering, etc.)”. • “Under the Postal Security Group's strategic plan, the activities carried out during this cycle should focus principally on two areas: revenue protection and the development of security standards”. • “The Postal Security Group and the Consultative Committee group responsible for postal revenue protection will develop a road map for revenue protection. This road map will include information on best practices, regional training and technical skills. This will form the basis of training in revenue protection for operators in the region”.

  7. WG 2009 survey raised global awareness of the issue

  8. Our 2010 White Paper suggested ways forward • Sent by UPU DG Dayan to all UPU member countries in April 2010

  9. Takeaways from 1st regional workshop(Bangkok) • Confirmed importance of measurements and leakage assessment tools • Mitigation : One size does not fit all • Few Posts have an integrated revenue protection function across divisions – interest in creating one • Elevating the revenue protection issue involves engaging CEOs • The whole spectrum of technologies available and their RoI is not well known • The cost of technologies is an issue for many – call for creative business models • Need for mechanisms for sharing more information Relevance to the Arab region ?

  10. Is the Arab region doing better than others ? 34% vs about 70% worldwide Respondents : Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libyan Jamahiriya, Morocco, Saudi Arabia, Syria, Yemen

  11. Regional “rev pro” priorities

  12. Strong interest in getting information on revenue protection … but strong reservations regarding the sharing of own practices – a confidentiality issue ?

  13. Expectations from the workshop • WG members • Sharing outcomes of WG work in the past two years • Open to ideas for new rev pro activities in the region in next UPU cycle • Astarting point for sustainable cooperation with your region? • Private sector companies • Networking, understanding requirements • Exploring opportunities for more in-depth dialogue with individual Posts • Postal participants from Arab countries • Please tell us !
