This update provides important information regarding the NASA Research Opportunities in Space and Earth Sciences (ROSES) 2012. As outlined in the 2011 Omnibus Appropriations Act, restrictions exist regarding collaborations with China and Chinese-owned companies. However, a recent development allows for the posting of a FAQ addressing these restrictions. For any inquiries related to ROSES or these new policies, please contact me at SARA@NASA.gov. As you may know language in the 2011 Omnibus Appropriations Act reads: "None of the funds made available by this division may be used for the National Aeronautics and Space Administration or the Office of Science and Technology Policy to develop, design, plan, promulgate, implement, or execute a bilateral policy, program, order, or contract of any kind to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company unless such activities are specifically authorized by a law enacted after the date of enactment of this division."
