Approximate Funding Available: $60 million (estimated annual average over TEA21) Cycle of Funding: TEA-21 Authorization is for 6-year period (FY 97/98 – FY 02/03) For TEA-21, MTC programmed in three cycles: Pre-cycle (FY 1997-98) First Cycle (FY 1997-98 through FY 1999-00) and Second Cycle (FY 2000-01 through FY 2002-03) Who Makes Funding Decisions: MTC is designated recipient of funds, makes decisions about programming based on RTP and discussions with Partners Surface Transportation Program (STP)

STP continued… • Program Eligibility: • Flexible funding for project on any Federal-aid highway, including the NHS, bridge projects, public road, transit capital projects, and intracity and intercity bus terminals and facilities. • Match Requirements • 11.47% of total ‘federal’ project costs must be funded with non-federal funds • Example Projects: • Local roadway and transit rehabilitation

Approximate Funding Available: $55 million (estimated annual average over TEA-21) Cycle of Funding: Reauthorization is for 6-year period (TEA-21) For TEA-21, MTC programmed in two cycles: First Cycle (FY 1997-98 through FY 1999-00) and Second Cycle (FY 2000-01 through FY 2002-03) Who Makes Funding Decisions: MTC is designated recipient of funds, makes decision about programming based on RTP and discussions with Partners Congestion Mitigation and Air Quality Improvement Funds (CMAQ)

  8. Purpose: Fund transportation projects in maintenance and nonattainment areas which reduce emissions. Amount Funding: Calculated based on population, maintenance/attainment designation, and air pollution severity factor. Match Requirements: 11.47% of total ‘federal’ project costs must be funded with non-federal funds Congestion Mitigation and Air Quality Improvement Funds (CMAQ)

State Transportation Improvement Program (STIP) • What is it? • State’s spending plan for state and federal funding. • Comprised of 75% Regional Transportation Improvement Program (RTIP) and 25% Interregional Transportation Improvement Program (ITIP). • Approved biennially and covers a five-year period.

State Transportation Improvement Program (STIP) • Approximate Funding Available: • RTIP – approximately $286 million annually to MTC • ITIP – approximately $92 million annually to Region • Cycle of Funding: • Program every two years • Currently covers five-year period • 2002 STIP (FY 2002/03 through FY 2006/07) • Who Makes Funding Decisions: • RTIP: MTC with approval by CTC • ITIP: Caltrans with approval by CTC

Transportation Development Act (TDA) • Background • ¼% of sales tax generations in a county • Return to source program • Passed by legislature in 1972 • Funds are maintained by the county in the Local Transportation Fund (LTF) • Purpose • Used for transit, pedestrian/bicycle, community transit service, and streets and roads projects

  24. State Transit Assistance • Background • Funds from State for transportation planning and mass transportation purposes. • General sales tax is source of funding. • Established by Legislature in 1980.

RM 1 Five Percent • Statutory Eligibility • Originally 3% program; legislature then increased to 5% program • 2% must be spent on ferry capital and operating projects • Funds available for reducing vehicular congestion • Current MTC Policy • Fund ferry operations for Alameda/Oakland, Vallejo, and Harbor Bay using substitute state funds. • Fund ferry capital with 2% per federalization • Fund Bay Trail Administration

RM1 Rail Reserves • Statutory Eligibility • Fund rail transit capital extensions and improvements for projects designed to reduce vehicular traffic congestion on SF-Oakland Bay Bridge • Required Distribution • 70% East Bay • Alameda/Contra Costa Extension (examples – Pittsburg Bay Point and Dublin/Pleasanton BART Extensions • 30% West Bay • San Francisco (example – SFO BART Extension, MUNI Metro improvements)

  34. Helpful Tips/Strategies • Know the funding cycles • Know the process rules and funding requirements • Make sure that project is consistent with RTP • Be able to demonstrate full project funding • Ensure local match where necessary

  36. STIP Funds - SB 45 Deadlines • Must allocateby June 30 of fiscal year programmed. Funds not allocated or extended return to the county. • Example: STIP funds programmed in FY 2001. • Must allocate by June 30, 2001. • Must award construction funds within 12 months of allocation. Funds not allocated or extended are permanently lost to the county!
