  3. NEEN? The board was informed by representatives from the Czech Republic, Hungary, Poland, and Slovakia about the status of nuclear physics in their countries. From the problems of the corresponding nuclear physics communities mentioned following are specific to Central Europe: -         a generation gap because many physicist left when the wall fell to work as post docs in the West, showing now as a shortage of young professors, -         physicist from the East contribute to a great many European projects since individual funding is relatively easy, but they are not the project leaders. Therefore, the members of the board would like to bring attention of corresponding bodies in EU and ESF (NuPECC) to the fact, that founding of Internationally supported Nuclear Physics medium scale facility in central Europe can significantly improve the situation, particularly the effort to achieve homogeneous European Research Area. Current situation, when nuclear physicists have to leave their home to participate in up to date research will sooner or later lead to the formation of “desert” as concern Nuclear physics in this region, as there will be nobody, who can teach young generation. As the first step we would like to ask EU and ESF to find ways how to support and encourage forming of regional network in central Europe with the aim to discuss the possibility of creating International Nuclear Facility of “medium” scale, which could serve to Nuclear physics community of Central European region.

Nuclear Physics European Collaboration Committee • NuPECC is an Expert Committee of the European Science Foundation (ESF) in the field of Physical and Engineering Sciences. • The Committee is supported by its Subscribing Institutions which are in general Member Organisations of the ESF involved in nuclear science research or research facilities.   • The objective of NuPECC is translated into the following aims: • to define a network of complementary facilities within Europe and encourage optimisation of their usage; • to provide a forum for the discussion of the provision of future facilities and instrumentation; • to provide advice and make recommendations to the ESF and to other bodies on the development, organisation and support of European nuclear research and of particular projects.
