  3. MSDS • The Material Safety Data Sheet (MSDS) is a detailed information bulletin prepared by the manufacturer or importer of a chemical that describes the physical and chemical properties, physical and health hazards, routes of exposure, precautions for safe handling and use, emergency and first-aid procedures, and control measures. Information on an MSDS aids in the selection of safe products and helps prepare employers and employees to respond effectively to daily exposure situations as well as to emergency situations. • The MSDS/s are a comprehensive source of information for all types of employers. There may be information on the MSDS that is not useful to you or not important to the safety and health in your particular operation. Concentrate on the information that is applicable to your situation. Generally, hazard information and protective measures should be the focus of concern.

Your workplace is required to have Material Safety Data Sheets available for every single hazardous chemical or substance you use or encounter as a part of your job. • These must be readily available for employee review at all times you are in the work place! In other words, they cannot be locked in an office or filing cabinet to which you do not have access. • If you request to see an MSDS for a product you use at work, and your employer cannot show it to you, after one working day you may refuse to work with that product until you are shown the correct MSDS. • If you request your own personal copy of a Material Safety Data Sheet, your employer has 15 working days to provide it.   5. Employers must ensure that each employee has a basic knowledge of how to find information on an MSDS and how to properly make use of that information. Employers also must ensure the following: • Complete and accurate MSDS/s are made available during each work shift to employees when they are in their work areas. • Information is provided for each hazardous chemical.   6. What Information is Provided on an MSDS? Company Information Hazardous Ingredients Physical Data Fire and Explosion Hazard Data Health Hazard Data Reactivity (Instability) Data Spill or Leak Procedures Special Protection Information Special Precautions Sections of an MSDS and Their Significance

  7. OSHA specifies the information to be included on an MSDS, but does not prescribe the precise format for an MSDS. A non-mandatory MSDS form that meets the Hazard Communication Standard requirements has been issued and can be used as is or expanded as needed. What Information is Provided on a Material safety data sheet?

  8. The chemical and common name(s) must be provided for single chemical substances. An identity on the MSDS must be cross-referenced to the identity found on the label. Section I. Chemical Identity The MSDS must be in English and must include at least the following information:

For a hazardous chemical mixture that has been tested as a whole to determine its hazards, the chemical and common names of the ingredients that are associated with the hazards, and the common name of the mixture must be listed. • If the chemical is a mixture that has not been tested as a whole the chemical and common names of all ingredients determined to be health hazards and comprising 1 percent or greater of the composition must be listed. • Chemical and common names of carcinogens must be listed if they are present in the mixture at levels of 0.1 percent or greater. • All components of a mixture that have been determined to present a physical hazard must be listed. • Chemical and common names of all ingredients determined to be health hazards and comprising less than 1 percent (0.1 percent for carcinogens) of the mixture must also be listed if they can still exceed an established Permissible Exposure Limit (PEL) or Threshold Limit Value (TLV) or present a health risk to exposed employees in these concentrations. Section II. Hazardous Ingredients

  10. The physical and chemical characteristics of the hazardous substance must be listed. These include items such as boiling and freezing points, density, vapor pressure, specific gravity, solubility, volatility, and the product's general appearance and odor. These characteristics provide important information for designing safe and healthful work practices. Section III. Physical and Chemical Characteristics

  11. The compound's potential for fire an explosion must be described. Also, the fire hazards of the chemical and the conditions under which it could ignite or explode must be identified. Recommended extinguishing agents and fire-fighting methods must be described. Section IV. Fire and Explosion Hazard Data

  12. This section presents information about other chemicals and substances with which it reacts. Information on any hazardous decomposition products, such as carbon monoxide, must be included. Section V. Reactivity (Instability) Data

  13. The acute and chronic health hazards of the chemical, together with signs and symptoms of exposure, must be listed. In addition, any medical conditions that are aggravated by exposure to the compound, must be included. The specific types of chemical health hazards defined in the standard include carcinogens, corrosives, toxins, irritants, sensitizers, mutagens, teratogens, and effects on target organs (i.e., liver, kidney, nervous system, blood, lungs, mucous membranes, reproductive system, skin, eyes, etc.). • The route of entry section describes the primary pathway by which the chemical enters the body. There are three principal routes of entry: inhalation, skin, and ingestion. • This section of the MSDS supplies the OSHA PEL, the ACGIH TLV, and other exposure levels used or recommended by the chemical manufacturer. • If the compound is listed as a carcinogen (cancer-causing agent) by OSHA, the National Toxicology Program (NTP), or the International Agency for Research on Cancer (IARC), this information must be indicated on the MSDS. Section VI. Health Hazards

  14. The standard requires the preparer to describe the precautions for safe handling and use. These include recommended industrial hygiene practices, precautions to be taken during repair and maintenance of equipment, and procedures for cleaning up spills and leaks. Some manufacturers also use this section to include useful information not specifically required by the standard, such as EPA waste disposal methods and state and local requirements. Section VII. Precautions for Safe Handling and Use

  15. The standard requires the preparer of the MSDS to list any generally applicable control measures. These include engineering controls, safe handling procedures, and personal protective equipment. Information is often included on the use of goggles, gloves, body suits, respirators, and face shields. Section VIII. Control Measures

  16. Key to the NFPA Diamond

  17. 4 Very short exposure could cause death or serious residual injury even though prompt medical attention was given. 3 Short exposure could cause serious temporary or residual injury even though prompt medical attention was given. 2 Intense or continued exposure could cause temporary incapacitation or possible residual injury unless prompt medical attention is given. 1 Exposure could cause irritation but only minor residual injury even if no treatment is given. 0 Exposure under fire conditions would offer no hazard beyond that of ordinary combustible materials. Health Hazard

  18. Will rapidly or completely vaporize at normal pressure and temperature, or is readily dispersed in air and will burn readily. Liquids and solids that can be ignited under almost all ambient conditions. Must be moderately heated or exposed to relatively high temperature before ignition can occur. Must be preheated before ignition can occur. Materials that will not burn. Flammability

  19. 4 Readily capable of detonation or of explosive decomposition or reaction at normal temperatures and pressures. 3 Capable of detonation or explosive reaction, but requires a strong initiating source or must be heated under confinement before initiation, or reacts explosively with water. 2 Normally unstable and readily undergo violent decomposition but do not detonate. Also: may react violently with water or may form potentially explosive mixtures with water. 1 Normally stable, but can become unstable at elevated temperatures and pressures or may react with water with some release of energy, but not violently. 0 Normally stable, even under fire exposure conditions, and are not reactive with water. 1 Prior to 1996, this section was titled "Reactivity". The name was changed because many people did not understand the distinction between a "reactive hazard" and the "chemical reactivity" of the material. The numeric ratings and their meanings remain unchanged. Instability

  20. This section is used to denote special hazards. There are only three NFPA 704 approved symbols: • OX • This denotes an oxidizer, a chemical which can greatly increase the rate of combustion/fire. • SA • This denotes gases which are simple asphyxiates. The only gases for which this symbol is permitted are nitrogen, helium, neon, argon, krypton, and xenon. The use of this hazard symbol is optional. • Unusual reactivity with water. This indicates a potential hazard using water to fight a fire involving this material. When a compound is both water-reactive and an oxidizer, the W/bar symbol should go in this quadrant and the OX warning is placed immediately below the NFPA diamond. • Some organizations use other symbols, abbreviations, and words in the white Special Hazards section. NFPA 704 permits the use of additional symbols, but they must be placed outside of the NFPA diamond. The following symbols are not compliant with NFPA 704, but we present them here in case you see them on an MSDS or container label. Special Hazards

  21. ACID • This indicates that the material is an acid, a corrosive material that has a pH lower than 7.0 ALK • This denotes an alkaline material, also called a base. These caustic materials have a pH greater than 7.0 COR • This denotes a material that is corrosive (it could be either an acid or a base). • This is a another symbol used for corrosive. • The skull and crossbones is used to denote a poison or highly toxic material. See also: CHIP Danger symbols. • The international symbol for radioactivity is used to denote radioactive hazards; radioactive materials are extremely hazardous when inhaled. • Indicates an explosive material. This symbol is somewhat redundant because explosives are easily recognized by their Instability Rating. • The exact guidelines by which you can place a chemical in one of these four categories are available in the NFPA standard (see Further Reading below).

  22. NOTE: NFPA and other labeling codes (such as HMIS) are NOT required by OSHA. OSHA has said "...OSHA does not endorse specific services or products. It would, therefore, be inappropriate for OSHA to require a particular labeling system's code on the material safety data sheet." (see this official OSHA interpretation). OSHA does have specific labeling requirements that must be fulfilled, but there is no specified format or code system required.
