  2. Why is this in place? • Federal legislation passed in 2001 • No Child Left Behind • Reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965 • States required to be in compliance 05/14/03

  3. Key Accountability Requirements • All states are required to conduct an annual assessment of all children in • grades 3 through 8 and • one high school grade • Used in school and district accountability determination 05/14/03

  4. Key Accountability Requirements • All students must meet proficiency • on the state assessments in reading/ELA & math • by the 2013-2014 school year 05/14/03

  6. DELAWARE STUDENT TESTING PROGRAM • The DSTP: • -measures how students are progressing relative to the content standards • provides reports of student’s strengths & weaknesses and helps identify student needs • relates well to other measures of student performance such as teacher “alert lists” 05/14/03

  7. Delaware Student Testing Program • Since 1998 students in have been tested in reading, writing, mathematics • grades 2-10 • Since 2000 students have also been tested in science and social studies • grades 4, 6, 8 & 11 05/14/03

  8. Delaware Student Testing Program • In spring 2009 students will be tested in reading and mathematics in: • Grades 2-10 • SAT 10 • DE standards specific items • Every student receives a Performance Level • Grade 2 students receive only 3 Perf. Levels 05/14/03

  9. Delaware Student Testing Program • In spring 2009 students will be tested in writing in: • Grades 5, 8 and 10 • Each test requires a level of ability 05/14/03

  10. DSTP Performance Levels • Five Performance Levels (Grades 3-10) • Level 5 Distinguished • Level 4 Exceeds the Standard • Level 3 Meets the Standard • Level 2 Below the Standard • Level 1 Well Below the Standard 05/14/03

  11. Grade 2 Performance Levels • Level 4 Exceeds the standards • Level 3 Meets the standards • Level 2 Below the standards 05/14/03

Student Accountability • There are no promotion consequences fro grades 2-5 as a result of performance on the DSTP • Students in grades 2-5 who score a PL 1 and not meeting benchmarks on district level assessments will be invited to a summer enrichment program • There will be consequences for students in middle school who do not meet the standards in reading and mathematics. This will be a multi- assessment decision and will not be the result of just the DSTP. 05/14/03

  13. Scholarships & Recognition • Michael C. Ferguson Scholarships • 150 $1,000 scholarships available for highest performers in reading, writing and math in grades 8 & 10 • 150 $1,000 scholarships available for highest low-income performers in reading, writing and math in grades 8 & 10 • Certificates • State of Delaware Distinguished Performance Certificates for any student who earns a Level 5 on the DSTP in reading, writing or math in grades 3, 5, 8 or 10 05/14/03
