GES GOVERNMENT ECONOMIC SERVICE Making economists better Making better use of economics WHAT IS THE GOVERNMENT ECONOMIC SERVICE? • The Government Economic Service is the professional body responsible for UK civil servants • There are currently approximately 1400 economists in the GES • HM Treasury • Office for Budget Responsibility; • BIS • DWP • Scottish Government

  3. WHERE? • Majority of UK Government posts are based in Whitehall • Though some departments – e.g. DWP and Department of Health – have people working in Sheffield and Leeds; • DfID: East Kilbride • Scottish Government: Edinburgh & Glasgow • Largest employer of economists in Scotland

  4. What do we do in Scotland? • Devolved administration with responsibility for – • Education & Employability • Transport • Health • Environment • Energy • Enterprise and Economic Development • Current Ministers’ ambitions for constitutional change – • Macroeconomic policy • Taxation • Regulation • EU representation

What do I do? • Head of the Office of the Chief Economic Adviser • Approx. 45 economists & statisticians (Edinburgh & Glasgow) • Economic policy, analysis and statistics • GDP, exports, labour market etc • Constitutional reform • Economic strategy • Ministerial support • Economic forecasting • Economic modelling – e.g. CGE modelling

  8. Who are we looking for? • Undergraduates • But increasingly, given the skill-set required, Masters students and PhDs

  9. Who are we looking for? • A strong grasp of economics • Ability to apply your economic knowledge to practical problems • Good communication skills (potential – not the finished product) • Analytical judgement – understanding the wider context of your work.

  10. Basic Criteria • 2.1 in economics or degree with at least half economics or Masters in economics • Competences - Initiative, Organisation of time and Delivering Results • Extra curricular activities • Check nationality criteria (UK, Commonwealth, EU)

  12. 2 ways to join Scottish Government • To join Scottish Government (or other UK Department) permanently apply via GES Faststream process • Formal assessment centre recruitment of Economists to UK Civil Service • To join Scottish Government, apply via GES Faststream – and choose Scottish Government has your favoured department • 2 sections to the process – • Economic Assessment Centre (to test your ability as an economist); • Faststream (to test your general competencies)

  13. Economic Assessment Centre • Tests 3 competences: • Knowledge of economics • Application of economics • Communication • Policy paper • Presentation on policy recommendation • Technical Economic questions • Structured interview

  14. After EAC • Faststream Assessment • E-tray • FSAC • Diplomatic Service – Additional interview • Assess general competencies to join Civil Service – e.g. team working, communication skills
