Sector San Diego Incident Management Division Recent Cases • BAE Systems Dry Dock • Incident occurred March 3rd, 2012. • ~4,180 gal. diesel discharged. • Discharge occurred at ~ 3:00 a.m. during super de-ballasting process in prep for NAVSEA inspection. • Cal Marine & Navy Port Ops led clean-up operations.

Sector San Diego Incident Management Division Recent Cases • BAE Systems Dry Dock (con’t) • Dime size hole discovered in Waste Oil Tank ~80K gal. capacity. • Samples taken by CG Pollution Responder confirmed positive match. • ICS training and Facility Response Plan in progress with CG Prevention Dept and Cal. Fish & Game. • Enforcement Action: CG Civil Penalty & EPA investigation in progress.

  4. Sector San Diego Incident Management Division Recent Cases • USS PELELIU • Incident occurred March 24th, 2012 • Location: 32nd Street Naval Base • Source of ~860 gal. diesel discharge • Vessel was in the process of an internal transfer and inadvertently discharged overboard.

Sector San Diego Incident Management Division Recent Cases • M/V SHOGUN • Incident occurred April 27th, 2012 • Location: America’s Cup Harbor • ~35 gals. diesel discharged. • Cause: due to an operator error during an internal transfer, vessel overfilled the day tanks and diesel flowed though the goose neck vents. • Enforcement Action: $500.00 Notice of Violation was issued.

Sector San Diego Incident Management Division Recent Cases • Harbor Island West Fuel Dock • Incident occurred April 30th, 2012 • Source of ~15 gal. diesel discharge. • After normal business hours a response vessel fueled up and inadvertently spilled 15 gal. • Enforcement Action: Issued a Letter of Warning. Requested the facility to conduct training with all vessels that have the ability to fuel afterhours.

Sector San Diego Incident Management Division Recent Cases • M/V AURORA • Incident occurred on May 12th, 2012 • Location: Marina Cortez, Harbor Island • ~40 gal. diesel discharge. • Vessel sank due to frame collapse due to wood rot. • Enforcement Action: Issued Letter of Warning. Vessel was used for charity for kids.

Sector San Diego Incident Management Division Recent Cases • Manson Construction Barge ROCKPORT • Incident occurred on May 22nd, 2012 • ~400 gal. discharge of hydraulic oil. • Location: 32nd St Navy Base • Cause: hydraulic line failure. • Enforcement Action: Issued Notice of Violation for $1500.00.

  9. Sector San Diego Boom Deployment Drill • NRCES/MSRC Boom Deployment • - Deployment date April 19th, 2012 • Location: San Luis Rey River, ACP Site 6-150.1 • NRC and MSRC conducted a joint deployment exercise. • Evaluated 6-150.2 (sand berming the river mouth).

Sector San Diego IMD 2nd Quarter CY12 ACP Notification Drill • ACP Notification Drill – Sensitive Site 6-175-A Los Penasquitos Lagoon • Drill conducted May 17th, 2012 • Situation: F/V HORIZON reported to be taking on water and discharged diesel after the packing seal failed. The F/V was 4NM off-shore Northwest of Torrey Pines State Beach. Approx 3,000gal have already been released with a potential of 50,000gal in the tank. • Goals: • Make applicable ACP notifications • Deploy mobile ICP in vicinity of incident location. • Get satellite, internet and radios operational. • Complete ICS 201 for situation brief. • Develop a response strategy for discharged oil.
