  1. ATN 2000 FANS-1 An Airline Perspective

  2. Airline Perspective BUILD ON THE FANS-1 FOUNDATION

  3. FANS-1 Value • NOT a great deal of $…... • FANS-1 has added great value to United Airlines YET! • Constrained by delays in ground systems • The value is: • Knowledge • Experience • Learning to Change

  4. FANS-1 Status • A work in progress • Creating operational improvements & increasing safety • Expanding world-wide • Setting the stage for the next generation CNS/ATM advances • FANS-1 is:

  5. Lessons Learned • FANS is a major cultural shift for all people involved. • Extended training is essential. • Human Factors issues must receive much more attention. • Implementation coordination is necessary.

  6. Lessons Learned continued • A single standard is needed for Communications & Navigation displays & inputs across cockpits & controller work stations. • Now there are more than 16 standards for describing Lat./Long. • We have various permutations for flight identification (call sign). Different protocols are now required for various cockpit applications.

  7. Example: location ambiguity Actual CPDLC message: “CROSS 0100S AT AND MAINTAIN FL350 REPORT REACHING FL350” Later received: “VERIFY YOULL BE CROSSING 01 SOUTH AT 350 FOR TRAFFIC”

  8. Example: multiple protocols • Various flight identifications: UA123 UAL123 UA0123 UAL0123 UA 123 UAL 0123 ET CETERA

  9. Lessons Learned continued • Schedules must be realistic and better managed. • Be prepared to manage failures. • The industry business bias must change from favoring the old to encouraging the new. • Remember the customer -- The traveling/shipping public.

  10. Looking Forward • Objectives of the Future Air Navigation System • Safety Improvements • Capacity expansion • Efficiency Gains (Financial & Environmental benefits) • SEAMLESS OPERATIONS

  11. Looking Forward continued • Some specific ATN objectives • Reduce pilot/controller workload • Reduce voice channel congestion • Enhance cockpit and control sector coordination • - RTCA DO250 January 11, 2000

  12. Looking Forward continued In the excitement of implementation DO NOT LOOSE SIGHT OF THE OBJECTIVES as occasionally happened with FANS-1.

  13. Looking Forward continued • During the transition phase “Classic”, FANS-1/A and 2nd Generation CNS/ATM (ATN) aircraft must be accommodated. Don’t forget the SEAMLESS objective. Create a system which will easily accommodate changes.

  14. Looking Forward continued • United is equipping for ATN • New delivery aircraft (Airbus & Boeing) now being delivered with digital capable radios. • All B-777s and latest A-319/320s provisioned for ATN • Participating in PETAL-II • Plan to participate in FAA’s CPDLC Build 1-A

  15. Looking Forward continued • More compelling business cases are needed to justify costly retrofit phases: • VDL-2 AoA • VDL-2 ATN • CPDLC via VDL-2 ATN • Other initiatives must be considered • e.g. Voice & Data via VDL-3

  16. Looking Forward continued • United policy is to attain the benefits of FANS-1/A now. • We are engaged in the development of the next generation CNS/ATM systems. • We look forward to serving our customers with “Free Flight” at the earliest opportunity.

  17. Airline Perspective Why?

  18. Airline Perspective Cooperation in the use of the world’s airspace is essential to meeting the needs of the traveling / shipping public.

  19. Airline Perspective Safe, fast, affordable, dependable transportation of people and goods will soon become impossible to deliver because of gridlock or (worse) government rationing.

  20. Airline Perspective “Communications is a essential element of our business. We never made the base case for radios… If you want to be in the airline business in the future, I think you’d better get ready for data link.” -- Robert Baker, EVP Operations, American Airlines

  21. Airline Perspective We at United Airlines encourage all aviation industry stakeholders to join with those of us who are building on FANS-1/A to create the next generation of worldwide Air Traffic Systems.
