  2. Legislative Branch • Congress was designed to have most power • Founders still feared the abuse of power • Powers given to Congress are directly stated in Constit. (expressed powers) • Enumerated Powers are actually numbered 1-18 in the Constit. • Collecting taxes, regulate trade, coin money

  3. Legislative Branch • Elastic Clause- allows Congress to “stretch” its powers to meet certain situations that weren’t anticipated • Federal Hall, New York- 1st meeting place of Congress (before DC was constructed) • About 200 bills were intro. during first session of Congress • 10,000 introduced annually today

  4. Executive Branch • Office of the presidency • Carry out the acts of Congress • Constit. gives vague, but broad powers to president • Can do everything from make “agreements to foreign nations” to “take emergency actions to save the nation”

  5. Specific Powers of President • Commander in Chief of armed forces • Pardon people of federal crimes • Make treaties with foreign nations • Ensures laws are “faithfully executed”

  6. Presidency Then & Now • Washington was reluctant to accept position of president • He knew every action would set a precedent that future presidents would follow (limit of 2 terms) • Schedule was much less demanding than it is today • President has assumed much more power over the years

  7. Judicial Branch • Supreme Court heads branch • No court can supersede SC • SC justices hold office for life
