  2. The goal of the State is to ensure that every student reads at or above grade level by the end of third grade. What is the Goal?

Teachers keep a reading portfolio that includes three components. • Evidence of benchmarking and progress monitoring using Mclass Reading 3D assessments • Student PEP (Personalized Education Plan) • Compilation of 36 proficient reading passages based on third grade standards. • 3rd Grade students receive quality reading instruction in reading for 60 minutes across the school day. What does the Read to Achieve Programmean for rising 3rd Graders starting in2013-2014?

At the end of the school year, students take the 3rd grade End-of-Grade (EOG) test in reading. • If they do not pass the EOG in reading, the student can use their portfolio to show that they have met the standards. If they did not pass the EOG and the portfolio is not complete, then they have a chance to retest. What does the Read to Achieve Programmean for rising 3rd Graders starting in2013-2014?

If they do not pass the EOG reading retest, they can take an alternate assessment in reading. • If a 3rd grader does not pass the EOG, retest, or alternate assessment, he/she are retained unless he/she meets 1 of 4 "good cause“ exemptions. What does the Read to Achieve Programmean for rising 3rd Graders starting in2013-2014?

  6. 1. Limited English Proficient (LEP) students with less than 2 years of instruction in an English as a Second Language (ESL) Program. 2. A Student with disabilities whose IEP indicates the use of alternative assessments and reading interventions. Good Cause Exemptions:

  7. 3. Students who demonstrate proficiency through a reading portfolio. 4. Students who have been previously retained more than once in Kindergarten, first, or second grade. Good Causes continued…

The 3rd grader has the opportunity to attend summer camp for *6- 8 weeks. • Summer Camp is optional, but if a student doesn't attend, he/she is automatically retained in 3rd grade. • Students also have the option of attending another tutoring agency. If they follow this option, they are not held to the same standards as the summer camp. What does the Read to Achieve Program mean for a 3rd grade student who does not pass the EOG or qualify for a "good cause" exemption?

  9. Parents or guardians of the student not demonstrating reading proficiency shall make the final decision regarding the student's summer camp attendance. • Summer camps shall • be six to eight weeks long • four or five days per week • include at least three hours of instructional time per day • be taught by compensated, licensed teachers selected based on demonstrated student outcomes in reading proficiency • allow volunteer mentors to read with students Summer Reading Camp

  10. At the end of Summer Camp, students have two opportunities to be promoted to the 4th grade: 1. The student passes the alternate reading assessment given. (This test will have the students read a few paragraphs and then answer questions and then read a few more paragraphs before answering more questions.) 2. The student's reading portfolio demonstrates reading proficiency. What does the Read to Achieve Program mean for a 3rd grade student who does not pass the EOG orqualify for a "good cause" exemption?

  11. The student is assigned to a transitional 3rd/4th grade classroom. Students are taught 4th grade standards and receive intensive reading instruction(90 minutes of uninterrupted time) that targets their individual reading needs. What does the Read to Achieve Program mean for a 3rd grade student who is not promoted at the end of summer camp?

  12. This is a classroom specifically designed to produce learning gains sufficient to meet fourth grade performance standards while continuing to remediate areas of reading deficiency. Transitional third and fourth class combination

  13. The student has two opportunities to be promoted to 4th grade by November 1st if… 1. The student shows proficiency on the alternate reading assessment. 2. The student shows proficiency through his/her reading portfolio. What does the Read to AchieveProgram mean for a student in a 3rd/4th grade transitional class?

  14. The student remains in the 3rd/4th grade transitional classroom, but his/her status is changed to "4th grade." What does the Read to Achieve Program mean for a student who was in the 3rd/4th grade transitional class who has been promoted to 4th grade midyear?

The student remains in the 3rd/4th grade transitional classroom. • The student's reading portfolio is maintained. • The principal determines if the reading portfolio demonstrates 3rd grade proficiency. • The student takes the 4th grade EOG in reading. What does the Read to Achieve Program mean for a student who is not promoted to 4th grade midyear?

  16. The principal determines if the reading portfolio demonstrates 4th grade proficiency. • Student is promoted to 5th grade or retained in 4th grade based on reading portfolio and principal determination. What happens if a student in the 3rd/4th grade classroom does not pass the 4th grade EOG?

  17. Parent meeting dates and times : • September 5 – Meeting for all 3rd grade parents. All 3rd grade teachers need to be in attendance. • March 25th– Meeting for all rising 3rd grade parents to discuss the Read to Achieve process. NCCS Timeline
